Why don't American video game developers make games with awesome storylines, settings, and memorable characters? If you look at games that are pushing this medium at least in the area of storytelling like Horizon Zero Dawn, Life is Strange, The Witcher, and Mass Effect is that they are not developed in America. Horizon in the Netherlands, Life is Strange in France, Zelda in Japan, The Witcher in Poland, and Mass Effect in Canada.
Why aren't there any games like that developed in America? Are there not enough Americans becoming game developers? Are American game developers less risk averse? Are American video game writers less creative?
Would you like to see Disney or Microsoft open a game studio based on pushing the storytelling aspects of video games? Disney did make movies aimed at an older audience and and even an M rated video game called Turok under the Touchstone label. If Disney is going to make games I would hope they would choose a cooler and more memorable name for their studio.
Is the game industry too crowded for another Bioware or CD Projekt Red?

What if I don't like or prefer those types of games and like a multiplayer shooter? Game developers create games for a variety of players with different tastes.

The Witcher is a video game adaptation of a book series. CDPR didn't come up with it themselves.
That said, they've done a fine job adapting it.
Horizon got boring and uninteresting as soon as the novelty of hunting robot dinosaurs wore off. There's not much to it really.
I can't comment on your other mentions (sans ME) because I haven't played them.
Who made Dishonored 2? Because I love it. Hope it was us 'Muricans lol

How much do the expected/desired sales factor into a game's creative process? I'm wondering, w/r/t CDPR and The Witcher, whether they had a particularly large budget and expected the game to be popular outside of Poland when they first made it. If you aren't expected to produce a huge popular hit, that probably gives you a little more creative freedom since you don't have to worry so much about whether some particular idea might not go over well with mainstream audiences.

Bethesda and Blizzard are both American companies and they do great stories, settings, and characters. Bethesda does great stories? I've never thought so. They do great gameplay and world-building, but narrative is very much lacking IMHO. Blizzard is a little better, but not much.

I wish Dragon Age had combat half as good though. The gameplay mechanics itself is worlds above, I feel. Doesn't hurt that the narrative is solid.

2 of thee best story narrative games this generation ontop of some of the best an most enjoyable combat i've played in ages, made in America
The only 1 from your list i'd even mention in the same breath is W3 which i just happen to be taking a breather from to type this.
ME on a game to game basis cant compete an HZD is just farcry with robots, life is strange aint even on the same planet an i personally enjoyed it more for the music, Zelda i cant comment on as i doubt i'll ever play it unless it came to xbox which it might.
Personally i'd like to see game sales for the US in comparison to say Europe to see if particular types of games are better received there to here, excluding sports, might be interesting but might no be
