If Anthem can duplicate this successful formula, I anticipate some solid new content on a consistent basis.

Anthem may not have LBs but the issue of LBs and gambling it not going away.
15 European gambling regulators unite to tackle loot box threat .At the 2018 Gambling Regulators European Forum, 15 European countries, along with Washington State, signed an agreement to "work together to address the risks created by the blurring of lines between gaming and gambling." .

The thing is, both are true. They are no different the sports cards or lets say CCTG cards, but at the same time all of it is gambling.

the problem with loot boxes is that they operate on the same mechanisms and desires as gambling but under law they are not. which bring into question do we need to update the laws to cover up loop holes like that or do we keep our definitions separate,

The bill summary also takes aim at so-called "pay-to-win" mechanics that "manipulate a game's progression system... to induce players to spend money..." or which alter the "competitive balance between players of multiplayer games." The Federal Trade Commission and state attorneys general would be able to enforce the law.
Well, this will put a cramp on mobile games with mtxs.
EDIT: Who knows, maybe DA4 will be delayed to comply with the bill.... if it get approved.

The problem with lootboxes is that they affect the users in a similar way that gambling does. Trading cards do not. The government wanting to take all kinds of microtransactions along with the lootboxes is a wild concept to me.
But.
There is a huge name out there, Jim Sterling, he have said it for years... if the gaming industry can not control itself, then the government will try to control it and no one... NO ONE... want the government involved.
This is the fault of the big game corporations, and those who blindly bought the games including these predatory business models.
The bill will not be passed, by the way.
America is the bitch of corporations.
It may have had a chance to be passed in the EU, but America? Nah, you are all slaves to the huge corps.

As much as I hate the shift in business models to their live services form. Something like this has no business being put into law. Governments have no business telling businesses how to price their products, and no business telling consumers how to spend their money. They may as well ban lotteries and casinos. If people want to waste their money on entertainment that's their choice.
A company puts out a product at a certain price point. Consumers will either support that product and it will be successful, or they will not and it will fail. If enough people get fed up with this and stop supporting the model will change. It's consumers' choice, and that's the way it should stay.
