Hmmm....... Hmmm, just figured out this conversation isn't very interesting or illuminating when people can just give a yes or no answer without the why. I guess I need to put out the challenge, for those answering "no", why is it not ok for a man to wear a dress? Is it about societal expectations and conforming to social norms or is there something inherently wrong with the Scottish? (when I say "dress" just assume I am saying "and skirts" along with it)

I don’t really care, but if I were a man, and wanted to go for a girly garment to protest something, I won’t go for high-heeled shoes or dresses, i’d Go for yoga pants. More comfortable. In really hot places, manskirts might not be a bad choice though, so it’s more Hellenistic than Scottish trend that would make sense to me.

Dress codes and standards change with the times and are generally arbitrary or based on outdated concepts and ideas, take for instance the necktie, an integral part of most male formal wear and uniforms and often a requirement as part of the dress code for many office jobs (or at least it used to be), however it serves no real practical use and it is really more of a pain in the arse than anything, and yet men are forced to conform to this dress code for their jobs, formal occasions and even some schools and for what reason? Standards and codes need some reason for existing otherwise they are a needless restriction that only serve to stifle freedom.

Modern neckties are an evolution of the cravat, a piece of cloth worn around the neck to help tie off the top of a military uniform jacket. Nowadays, it's just a splash of color on an outfit.

I suppose I didn't really understand the cravat either other than to be Oscar Wilde. I dunno, people should wear what they want, and from that point of view I'm admittedly slightly uncomfortable making nasty comments about the tie: I might hurt its feelings. And some people seem to like them.

Is it ok? In which way? People can wear what they want as far as I'm concerned, so in that sense it is ok. I don't have to like it though.
If, on the other hand, what you're asking if it's socially appropriate, then the answer is, quite independently from my personal opinion, a clear "no". Should that change? Perhaps it should, simply because having more clothing options is always desirable. You can't just order your society to accept that, though. If this is going to change, it'll do so slowly.
BTW, regarding men's clothing I wish the tie would just go away and die forever. I dislike that thing so much I call it a "hangman's noose", and on top of that I'll always see it as symbolic of having sold your soul to the entity whose unwritten rules force you to wear it.
