Was bored and came up with this concept for Origins (not Awakening). Spellpower of 200.762, without using the essence and font glitch.
Race: Elf. Point distribution: Everything into magic. Specializations: Blood Mage, Spirit Healer. Spells and abilities: Spell wisp, spell might, arcane mastery, Shale's stone aura. Wisp then might, then wisp again. Magic: 17 (base) + 77 (level 25) + 5 (books) + 2 (fonts) + 2 (healer) + 6 (seer's vestment's) + 2 (helm of honnleath) + 1 (fadestriders) + 2 (key to the city) + 1 (ring of study or luckstone) = 115 (105 spellpower). Spellpower: 5 (arcane mastery) + 2 (blood mage) + 10 (stone aura) + 16 (final reason) + 6 (sash of forbidden secrets) + 4 (lifedrinker) = 148 Wisp: 248 × 0.05 = 160.4 total spellpower Might: 260.4 × 0.1 = 186.44 Wisp: 286.44 × 0.05 = 200.762
This would make the highest possible staff damage 234.3488614999992, when using Staff of the Magister Lord. 195.911 spellpower, +10% cold damage ring, +20% gloves, +3 base staff damage from stone aura, -100% enemy cold resistance (hexes), staff focus and mark of death.

It might be a marginal improvement but fire has 0.2 damage bonus, ice has 0.15.

True, but the fire staves don't have as much spellpower.
