This isn't well explained in the Keep, does it just refer to who writes to you in Best Served Cold? In my current world Orsino asks for help, then Cullen comes to collect the left over conspirators. My Hawke then tells him to kill them all, so how does that leave any to 'hand over' to Orsino?

Based on description, I guess it's about how you finished the quest. In this case, handed them to Templars/Meredith. But Cullen collects them regardless of your choice. The Templars always come to the wounded coast...that's what makes it confusing. |

The Templars always come to the wounded coast...that's what makes it confusing. Hm... I haven't played the game for a while, just read the wiki. Well, there's an option to suggest either sparing mages or killing them... But that still doesn't quite match up with Keep. I guess it's just an error. |
