Well she's got the right makeup for the Blooming Rose at least... Never saw it! It was always the perfect solution to invite her to Hawke's manor. I didn't know there were other options tbh, I've taken her home 3 times and sent her away once. Now that I know I'll be sure to send her to the Chantry one day. Really it's the perfect solution, a nice safe and quiet place for her to recuperate. What could go wrong?

I'm not really following the discussion, but do want to throw out this fact.
If you recall the conversation you can have with Mother Giselle, you can ask why only human women are allowed to be Chantry priests. From her response, it doesn't seem like elves have any place within Chantry hierarchy. Leandra sending her there would not be to join as an initiate, but simply to receive charity from them, which would be temporary.
Even aside from the various religious objections some have, this isn't really a help to her in that it's not a real solution to her problem, just as giving her a handful of coins is not. She's a homeless Tevinter elf, a former slave, that has no knowledge of the South or how things work in the real world. Other than her ability to work, she's like a child. Truly, the best place for her is with the Hawke family where she will be paid for her work and not abused. She can acclimate to the new life at her own pace.

This is established even in DAO with the banter between Leliana and Sten. Sten: You were in the Chantry. You are a priest? Leliana: No, no. I was a lay sister of the Chantry. Sten: Which means? Leliana: I lived and worked in the Chantry, but I did not take any vows. Sten: So you... dabbled in priesthood, then? Leliana: Oh no, the lay sisters don't have the same sorts of duties as priests at all. Sten: So you were not a priest, did none of their duties, and took no vows, but you lived among them? Leliana: Yes! Sten: ...You were a house guest of the Chantry? Leliana: Um... sort of... As I mentioned before with the elf in Sebastian's quest, elves can become affirmed lay sisters and brothers. They can even technically become Templars, but that is extremely rare. I imagine that is what happened with Orana.

The other possibility is the Alienage with some coin with a Chantry work (if they don't have enough worker) or a Chantry maintained workhouse/poorhouse – I don't think, this is a nice, safe place. Perhaps I just don't really have faith in this Chantry. The wiki doesn't mention someone saw Orana as a sister in the Chantry, only, that Leandra said, she sent her there. Seems she not even say, that she spoke with Elthina or some other revered mother: "You can also set her free and tell her to speak to your mother for help. If you pick this option, your mother tells you that she has sent Orana to the chantry." Now I want to see her there.

I don't think any of that would occur to Hawke, he/she would just think 'oh someone in need, send them to the Chantry', then they'd totally forget that she exists.

Just get Orana after Leandra dies. Problem solved. Not possible since I usually romance Fenris and do his stuff asap. I also put off All That Remains for as long as possible since the whole quest sucks big time. With a Hawke who supports the mages and wants to build a friendship with Fenris, the best timing of "Bitter Pills" is at the beginning of the Act2. But you still can avoid it – if you don't poke Leandra...

Nothing, just Leandra says, she sent her to the Chantry – I suppose. No scenario mentioned in the Wiki. If she goes to the Chantry, she finds that: she found Hawke's house or the Blooming Rose. The Chantry's building great enough.
