No. I'm also not into the idea that Hawke helps runs things with Varric, but meh... (though I can see Hawke still living in Kirkwall). I like to think that Hawke deals with any problem in Kirkwall that can't be solved "officially".
If the City Guard can't investigate or deal with criminal elements (due to various legal or jurisdictional issues), nor can the Viscount be seen to respond or intervene (due to political redtape or damaging the reputation of the office)... then they send Hawke, who gives them full deniability as a "private citizen acting on their own accord".
(Aka: The reason that everyone hires Hawke throughout DA2)
Which I guess would make Hawke and Aveline into the respective Left and Right Hand's of Viscount Tethras, in a sense?

As for answering the OP;
Trevelyan would be tempted due to the proximity to home (Ostwick), as well as having distance enough to avoid their crazy relatives. A Mage Trevelyan might be less so inclined, as the horror stories they heard about the Gallows and Knight-Commander Meredith were enough to ensure many sleepless nights in the Ostwick Circle. Cadash would definitely enjoy living in Kirkwall, even if can be slightly chaotic at times. Kirkwall has a large dwarven population to blend in with, the local Carta clan is on (relatively) good terms with theirs and if when they get bored of Merchant Guild meetings, they can head to the docks and school the local smugglers on how it's done.
Adaar wouldn't think it wise to move to Kirkwall, as the Qunari attack on the city is still recent enough that many locals might not take kindly to them. Even becoming the Inquisitor was not enough to stop certain people mistakenly thinking they followed the Qun, so they'd rather not deal with the hassle of people mistaking them for Qunari or Tal-Vashoth and the prejudice that so often brings. Their horns, stature and appearance might have gotten them good work as a merc, but it can make civilian life a little tricky, especially when settling outside of Vashoth communities.
Lavellan was often warned by their Keeper about Kirkwall, but since it's no longer a Templar bastion, that makes it relatively safer to venture to. Lavellan would enjoy meeting some of Varric's other friends that they've only read about (they're especially curious about Fenris and Merrill). And because Varric generously offered an alliance with the new elf-lead council in Wycombe to give it more political clout, Lavellan would feel indebted to pay him back by serving as a liaison between their clan and Kirkwall.
When it comes to love interests tagging along;
Sera would immediately make it her mission not to leave until she'd personally throw a pie at every uptight noble, stingy merchant and lazy guard in Kirkwall. The local Red Jennies might be helping to keep the streets a little bit safer, but casual mayhem and comeuppances are at an all time low. So naturally, this requires launching a full-scale prank-war.
I can imagine that Dorian would feel homesick from all the Tevinter architecture in Kirkwall, although he'd distract himself by examining (and loudly critiquing) it. Complaints range from how that awful the designs of that particular era in the Imperium were or to how the centuries of repair and maintenance by non-Tevinter craftsman have "ruined" it beyond all hope of recovery. I also have the feeling that Dorian would be fascinated with visiting the Bone Pit, Sundermount and the Gallows, due to the macabre history (both ancient and modern) associated with each site.
After the end of DA2, it seems to me that Cullen would rather charge into battle naked, armed only with a feather-duster and tea-tray, than wish to step a single foot in Kirkwall ever again.
Blackwall has already been to Kirkwall once before, many years ago. If he lived their full time, hopefully he might come to appreciate the majesty of the Hanged Man (as all should) and upgrade his overall opinion of the city from "a shithole" to that shared by the locals, "our shithole".
Bull and the Chargers would do extremely well in Kirkwall. There's already a lot of mercenary companies and according to Maraas, Tal-Vashoth mercs are especially in demand for their skill as much intimidation.
I doubt that Cassandra is too fond of the city, as it's both the home of the Seeker's largest failures (allowing Meredith to go unchecked for too long) and a particularly aggravating Dwarf, who seems to revel in tricking her at every single opportunity available.
I have the feeling that Kirkwall is the only city in Thedas that Josephine might struggle with, if asked to describe it using only polite or diplomatic language. ("It exists... and it's... certainly lively"). So I don't see her turning down a chance to live in Antiva, in favour of the City of Chains.

My main Inquisitor would probably not being going to Kirkwall, as she romanced Cullen. Besides I head canon that she finds Ferelden (The Hinterlands) absolutely beautiful so she would want to live there. She's also a mage and not on good terms with her family so I doubt she would want to go to Ostwick.
My other Inquisitor would probably, at least, visit Varric there. And then go see her clan in Wycome. Although, I don't know how they would welcome since she no longer has her vallislin.

as to the topic at hand...my main Inquisitor is going to marry Cullen...and I expect them to settle down in Ferelden somewhere likely near the coast , so that her family can visit...Ostwick is on the coast, so I expect my Quizzy and her family love the sea ^^
so...I don't think they would be using the house in Kirkwall much...maybe one of my Quizzy's head canon siblings can use it for something

Hmm, let's see... Haya Adaar: No - she lives happily in Antiva with her girlfriend Josie Bruce Lavellan: No - he lives wherever his girlfriend Cass decided to rebuild the Seekers. Tho, thinking about it, they might visit everytime Varric announces a new book. Kiri Lavellan: Yes - she wouldn't call it her "home", but since her boyfriend left her to destroy the world she lives there sometimes when she needs company and Varric is good company. Greed Trevelyan: Yes and No? - he loves visiting, but mostly lives in Tevinter with his boyfriend Dorian.

I like to think my inquisitor shacks up with The Iron Bull in that cabin on the Storm Coast, and Bull and the chargers use it as a base of operations. Trevelyan goes with when they need some serious magic. Krem knits her nug-fur sockettes for the prosthetic arm that Grim fashioned out of driftwood.

For my Lavellan, no. She married Cullen and he doesn't have fond memories of Kirkwall, so at best it'd be used sparingly.
My Adaar...it depends. If she's with Josephine, she'll be living in Antiva. If she's with Sera, then Kirkwall is a possibility.
My Cadash would probably be the most open to it, just because it'd be a stable base of operations.

Since I headcanon that Trevelyan is on very poor terms with his family, I don't picture him settling down in anywhere in the Free Marches. I don't picture him settling down in general, really. Most of his time would be split between traveling with the Chargers and making sure things get stabilized with the College of Enchanters.

My Hawke? Oh yes absolutely. Once the Inquisition stuff/story is done she would return to Kirkwall, reclaim her estate and resume her title as Champion. I headcanon that she takes a few of those fade-strengthening elf orbs from some of the more isolated/obscure places and installs them in the Gallows before setting it up as a legitimate mage academy where fellow mages can study their magic and child-mages can voluntarily go to get training in the use of magic. No Chantry abuse, no Templar abuse. An actual real academy for mages. (There would be a handful of Templars to keep things safe during dangerous magical experiments or whatever but they wouldn't be any kind of enforcer and subject to regulations and mage authority.)
My Inquisitor? No. She'd visit from time to time but wouldn't live there. I tend to headcanon my Inquisitor keeping Skyhold as their personal home. My mages turn it into another mage academy, my elf turns it into a centre of learning and archiving elven/Dalish lore, and my vashoth turns Skyhold into a vashoth settlement/village where horned grey ones who live outside the Qun can come and live amongst their own kind.
