I want a female space Marine like Ashley Williams in the next Mass Effect.
But I want her to be the exact opposite of Ashley Williams.
I want her to be nice, kind, and compassionate.
I also want her to be non racist and be a huge supporter of intergalactic cooperation.
I would also want her to be blonde and British.
How would you make this character interesting? What details would you add to her personality and background?
Would she be serious or peppy and gung ho?

I would want a character that is at a level to be able to question the a couple of choices of the protagonist. So a second officer and will openly question the decisions we are making, so that either the protagonist changes their decision or its explained. It just seems like with Mass Effect there has never really be any questioning of Shepard or Ryder it was all following orders blindly.

onw way you could make her more interesting is give her the ruthless back story where she sent her unit to claim the base and as a result of such ruthlessness and desire for glory she lost most of her unit. so after that she had a change of heart and became more compassionate and caring because she has seen what happens when you treat you men and women serving under you to only get the objective. she was once a hard ass similar to ashely but due to what happened her in the skillian blitz she turned around and began to care for people.

She faces a galaxy/environment that is so against a particular (sympathetic to us) thing she stands for, and beats her down for it, that her fight makes her sacrifice many of her ideals and positive traits, and as she strives to be heroic, and she does have victory, she comes out the other end scarred. We choose the traits she loses, and the traits she keeps and develops.
We also may not be sympathetic as players to her thing she stands for, increasing the chance that more players will intentionally try to sabotage their own player character. Example: she has tech interfaced into her that arguably 'enlightens' (as opposed to indoctrinates) her and plot events convince her, no matter our actions, that she must spread this tech to everyone before it is too late and a disaster or something hits/defeats everyone. Everyone interprets her as the indoctrinator (essentially), but she's truly just trying to help them. To get her job, or agenda, done, she must realize how damn dirty this galaxy/universe can be despite her initial ideals that she fights to keep.
So she's a wonderful person, in so many ways, but maybe even too good for this world - but we have constant reminder of her imperfection when indeed facing this world and its challenges, complexity. She can handle the tech she uses (or at least get better over time), but the challenge this time is to handle the cold truths of how people work --- without going nutso crazy killer on them, ideally (your choice!).
Best ending is still heroic and more of a hard fought and epic(?) Paragon outcome than Shepard gets. Someone who has a journey of mastering everything around them, including tech, instead of just being a good moral character in the face of it (Shepard). Worst ending isn't as destructive as Shepard's Renegade but is more disturbing as to what personality comes out of it. Both can reflect someone who can much more easily call a 'good person' (albeit with optional eerie, potentially villainous/devious undertone) compared to Shepard's 'bad/renegade/killer person' default (though he rises up by default as well). This protagonist falls down in their standards, realizes how hard it is to integrate everyone and everything into cooperation, but knows she must try anyway because everything counts on it, just one more difficult choice, one more loss...
TLDR; *SHE* is the good person, better than everyone, but she faces an 'evil' world, and that inevitably cuts away parts of her in the process, even as she improves otherwise.
EDIT: This is in general. For a space marine and such, I can see it being something like her running into too many rioting civilians or secret plans against the populace that no matter what you do, she is challenged in her ideals and kindness. This doesn't mean she necessarily loses them, but she is forced to think beyond her gun, and act beyond an assumption of good moral character.

The background explains where shepard came from and what shepard is known before ME1 but that doesnt dictate who she has to be persay. When i played with this back ground, i did it with the thought that what happened on torfan was when she was young, immature, and hot headed. of course she wanted to do whatever it takes to get the job done, she wanted to prove her worth. then when torfan was done, she realized what the price of "whatever it takes" looks like. And that would loom over her for the rest of her life. So she matured and realized you should treat people like people, not just things to get the job done as she once did. She had to learn to be compassionate. I think of it similar to Uncle Iroh from Avatar. When we see him in the show is the a perfect example of a nice old man. But that doesnt mean he was always liked that, remember he was known for being a ruthless general and a very powerful fire bender that could take on dragons. hell he was probably was really hot headed when he was younger. but that doesn't diminish who he was later on.

That's a bit too simplistic but the core idea could work. Her entire early career is about getting the job done "whatever the cost." Because of said practice she ends up getting a lot of people killed including innocent civilians. You make this current and "perceived" perfect character interesting by her having to confront and relive her past in the context of the story, being judged by her fellow crew when they start to learn the truth, and having it take a visible toll on her. Her change was fostered by having to see the distraught faces of the surviving family members...wives and husbands and children. For good or ill everyone is shaped by their past.
