anyone know when is the best time to do the dlc and in what order should i do them? atm im able to do wicked eyes and wicked hearts

Trespasser is the end-game DLC for obvious reasons, Jaws of Hakon is late-game DLC due to its enemy levels (usually 20+ when in the original game you'd usually top out at around 22), and The Descent scales to you so can honestly be done whenever. I realize I just listed them in reverse optimal order... Hakon I usually get done right before or after the og final boss fight (preferably before to help in companion banter triggering), and Descent after finishing the first main storyline after getting to Skyhold (either Halamshiral or Demon army).

It depends on what criteria you're using. As mentioned above, Trespasser is the end-game DLC. That has to be done last; it is the end of the game and there is no going back. As the level requirements were already addressed, I'll just speak about the story.
Hakkon deals with finding the resting place of the previous Inquisitor. It has always seemed a bit silly to me to do this during the main game. The Inquisitor is going to take time out from the fight against Corypheus to go hunting for the resting place of his predecessor? I think the story works better in post-game.
Descent deals with a disruption in the lyrium supply. Regardless of whether you ally with the mages or templars, you're going to need lyrium, so it behooves you to check out the issue. As such, I would deem this mildly important and a decent excuse for playing this during the main game. It's on the same level as any other mildly important map in the game with lose connection to the main plot.
I make the argument for playing both DLC in post-game. Trespasser takes place two years after the defeat of Corypheus. You need something to do during that time, and each of these DLC/adventures offers a perfect opportunity to kill some of that time. I mean, unless you like the idea of your Inquisitor doing endless paperwork, politicking, going to celebratory balls, and the like.

so should i do decent before i do wicked eyes and wicked hearts? i ask cuase i checked it out brifly last night and i saw one of the dwards ask about dragons
