i just got done beating the game and the dlc and am gonna do another playthrough but im torn between qunari human and dwarf...which would be a good one to make as a rogue for both gameplay and story wise

The game doesn't delve too much in class unless you are wanting to go all out with the mage/templar theme and make a human templar or human mage (that was locked in the Circle). It's not made a big deal of in the game itself, but I think the dwarf would be good for a rogue, as you're a member of the Carta, which is kinda roguey and was "sent to spy on the proceedings at Haven." Depends on what kind of Rogue. If using a bow I would suggest human out of those three since we’ve had a few noble archers as companions. If using dual weilding I would suggest dwarf since it would fit with you being from the Carta.

i wanna use a bow and was thinking qunari I like my Vashoth archer. A mercenary backstory always good, flexible. A qunari can have an interesting relationship with Bull. Sadly the game does not really show it, but their first meeting is great – for example.

The nice thing about DAI, and one of the reasons it's my favorite out of all three DA games, is that the background info for the PC is bare, so you can liberally fill in with whatever headcanon you prefer and won't be contradicted by the game. As a qunari, the only information we have is that you're part of a mercenary company that was hired as a neutral party to provide protection to the Conclave. That's it. Have fun with it!

Both Josephine and Cassandra's romances are very traditionally "romantic." Cassandra's has you wooing her and composing a love poem; Josephine sees you fight a duel against a rival suitor. Iron Bull has the whole BDSM thing (you are the sub; you have no choice in this); depending on what you're looking for in a romance, this is hit or miss. Dorian's romance is a healing romance. Sera likes qunari, but she's only interested in women, as is Blackwall.
I would say that both Josephine and Dorian's romance are slightly more iffy for a non-human, and that is only because of the social constraints of nobility. They don't care, obviously, but if you're concerned with story, that might be something to consider. Cassandra eschews noble conventions, so I don't think that matters. There are no concerns regarding that with Iron Bull and in fact I think there is an interesting opportunity if you want to explore someone born to the Qun versus someone that was not, despite the fact that he can become Tal-Vashoth later on*.
* I can see this having some interesting dynamics depending on how you think of your character. If they were raised to think the Qun is horrid, etc, there might be some interesting internal conflicts there. On the other hand, if parents didn't talk about it very much, there might be curiosity, interest, etc, because the subject might have been taboo.
