Most of the Shepards cheated on their ME1 lover. Jacob simply cheated on Shepard and everyone hates him for it In ME2 VS made it clear "we are done". In ME3 you can be angry with Ash e.g. about that "You said we are done and now you are angry I moved on?". So it is actually a questionable thing about cheating on VS. With Jacob we did not see any such dialogues. That is why people call it "cheating" and hate for that (I do not care, just watching from aside which is a good thing - helps assess the situation with a clear head). What about cheating on Liara? I think the "we are done" part didn't really happen and what happened was that you got an email from the Virmire survivor apologizing for the outburst and saying they didn't mean it. Plus I mean basically everyone cheated on Liara.

I see his romance with Shepard as two very lonely, traumatized people finding what they know is a temporary port in a storm. They don't really trust each other and they know it's not love, even if they wish it could be. I did it on a Shepard who went back to Kaidan in ME3, so it fit her story really well. Like, Shepard literally has a picture of Kaidan in her cabin. Sure, she flips it down, but Jacob's not an idiot, he obviously picks up on the fact that Shepard isn't over someone else. I mean, you literally have a conversation with him about it after Horizon (he's one of the only characters who will actively talk to Shepard about their feelings on this). So, given that, I feel like it makes sense that he would have his guard up. And he's not wrong to, considering that in my case at least, Shepard was like "Jacob who?" the second Kaidan was back in the picture. His romance definitely doesn't work super well on it's own, but in the context of continuing with either Kaidan or Liara in ME1 and 3, his romance actually feels pretty emotionally authentic and makes for a good interlude. I like this assessment. Most of the Shepards cheated on their ME1 lover. Jacob simply cheated on Shepard and everyone hates him for it LOL. It was Bioware's way of metagaming or trolling the players, in that Shepard can cheat on his/her lover, and so can Jacob cheat on Shepard. None of my Shepards, including the one that romanced Jacob, cheated on their love interests. so why should everyone be punished for that?

What about cheating on Liara? I think the "we are done" part didn't really happen and what happened was that you got an email from the Virmire survivor apologizing for the outburst and saying they didn't mean it. Can not say anything about Liara as not interested in her at all, do not know her romance and my opinion about her "get the hell of my ship" (at least that). Sorry. Personal meeting with the words "We are done" (with further confirmation in ME3) is the end point. Further e-mails after that are difficult to trust at all. Those e-mails general description - "sorry for my reaction, take care of yourself". It is not the same as saying "we are not done", it is VS, who had relationship with Shepard, apologizing with more mild words as "had relations". "We are done" thing went nowhere. With Jacob we have nothing at all. So nothing to be surprised about such reactions.

I also think a lot of it probably depends on how you headcanon your Shepard's particular ME1 relationship.
Given the timeframes, the Collector attack that kills you at the beginning of ME2 only happens like a month or so after the end of ME1. So ostensibly, assuming you "got together" officially with your LI on the way to Ilos, you've only been an item for a month or so. And who knows what kinds of conversations you've had about it, or whether it's been made explicit that it's a serious, exclusive relationship, and not just a more casual fling or whatever. And even if both parties ARE emotionally invested, they might not have made that clear to each other. So when Shepard dies, the LI very well could have been left grieving a never-quite-official and relatively short-lived relationship (which is honestly sort of how I've always interpreted it, and why the VS's confusion and hurt on Horizon makes sense to me). And Shepard has every reason to believe that person moved on, as well. It's a messy and sad situation no matter how you slice it.
And even if you headcanoned that Shepard and their ME1 LI decided to explicitly become an exclusive couple, you've still been dead for two years, and your LI has been operating under the assumption that you've been dead for that whole time. Like, maybe it's just me, but it's always seemed unrealistic to come back after two years of being dead and expect to pick up right where you left off? Like, that's part of the whole tragedy of ME2. I love the line you can say to Joker after Horizon if you pick the Renegade response, where you say that seeing the VS was a reminder that you lost more than just time. Very poignant.
Obviously, all of this applies more to the VS than to Liara, because Liara knows all along that Cerberus is trying to bring you back, and you interact with her a lot in ME2 and can rekindle in LotSB. So I can see how with her, it feels more like cheating. With the VS though, I think Shepard is generally well within their rights to pursue someone new in ME2.
All this being said, my "canon" playthrough is being loyal to Kaidan, but in my last one I decided to try romancing Jacob in ME2 just to see how it felt. And, like I said in my initial post in this thread, I thought it actually fit surprisingly well into the arc of her story.
