Hello,
First off, some details about my education & work experiences.
Age, Sex, Race: 27, Male, Asian Indian.
Education: Bachelor of Science in Chemical Engineering, University of Southern California, class of 2013, CGPA 3.39.
Nationality: Malaysian. I obtained a government scholarship to study abroad. After finishing my studies, I had to return back home and either work for 5 years in Malaysia or be unemployed for 1 year to fulfill the contract.
Work Experiences: Soap Bar & Soap Noodle Quality Assurance Chemist at Evyap Sabun Malaysia. From September 2016 — March 2018.
Saponification Plant Production Process Engineer at Evyap Sabun Malaysia (promoted from Chemist to Engineer). From April 2018 — Present.
Skills: Production & Process Management, Quality Control & Assurance, People Management, Auditing, ISO Standards, Good Manufacturing Practice, Good Laboratory Practice, 6S Lean Manufacturing Improvement, SAP System, Microsoft Office.
Languages: English, Malay, Tamil. I'm most fluent in English (I obtained 118/120 in TOEFL without studying for it in 2009 and I got full 12 points for my SAT English essay).
Current Residence: Johor, Malaysia.
Why do I want to leave Malaysia? I'm an atheist and my family is religiously devout. Malaysia is also a Islamic nation that is becoming more fundamentalist day by day. Living a double life, pretending to be someone you're not, lying on a daily basis is difficult to say the least. There's also the increasing pressure to marry from my parents and social circle but I'm childfree and that's a death sentence for one's love life here.
This is not how I pictured living my life. As such, I would like to start fresh in a Western secular country.
Based on these details, what are my chances of obtaining a job as a Quality Engineer or Production Engineer in the manufacturing industry in North America or United Kingdom? How do I go about accomplishing this?

A difficult question to answer. Quality or production engineer seem to be fairly wide open job descriptions.
The number one thing you need to research imo would to find out what you have to do to work in these locations in the 1st place. Do you need a work visa etc? I would do a web search and contact the countries you are thinking about going to, to see what you would have to have documentation wise. (I would include Canada in your list of destinations.)
I would then do a web search on job listings for the countries you are looking for to see if there are indeed jobs that match up with you skills.

send applications off to companies especially those that do r&d there always looking for new people, chemical engineering isnt a big field though there are lots more jobs in the lab sector for people interested in perfumes, those companies always need new people at a high rate whereas the typical manufacturers tend to have a few trusted people that hang on till they retire, the fact you have a couple of years experience should probably help you also it might be worth expanding your scope to Australia and new Zealand, your qualifications are likely to be required there since so few people will choose the same degree so its likely that so long as you have a job opportunity you would get a visa (unless you've already been booted out) and of course theres the fact they both happen to be closer to where your from so travel home might be easier should you wish it in the future
but either way just mailshot your resume to every company out there that deals with chemical production (thats a lot of them) at least one of them will be interested especially if you tailor your application, if your not overly fussed about the salary on offer your likely to get better results from some than from others, also dont forget the petrochem industry theres always a need for chemists there as well and whilst its less glamourous and more dirty they generally pay better for it/

Get experience that in your area and experience that can prove your proficiency in English. Preferably 5+ years.
Then you'll be set.

Since you're an USC graduate with an engineering degree, you might be able to find someone in the US to petition for your visa like the H-1B. It's not easy though.
