Read through the entire thread and taking everything together it seems like damage scaling is performed solely based on the gear score of the damage source (be it weapon or ability). Having scaling tied to gear score is an odd choice (I would have assumed scaling was based on pilot level) but it still could theoretically work except apparently the scaling is overaggressive.
They could fix it either by A) relaxing the scaling or B ) uncoupling scaling from gear score. I prefer B because if I'm level 30 and swap out a gear score 30 common weapon for a gear score 45 masterwork weapon, I (and I'm betting most people) would expect a simple, linear increase in DPS based on how much more damage the masterwork weapon does over the common (before taking into account possible masterwork/inscription bonuses, etc). I certainly wouldn't expect scaling to kick in to negate some or all of the advantage of moving to what is supposed to be an all-around better weapon.

I’d initially like to address that I myself am a little skeptical of the blanket statement in the title that it’s better than every Masterwork. On Hard, my Avenging Herald and Papa Pump one-shot mooks especially with their damage bonus. The Herald needs a headshot. On Grandmaster I, two shots with damage bonuses. Even if this aforementioned damage bug/scaling is in effect, theoretically the TTK is still less with the Masterworks above. Anyways that’s just my initial reaction. I’ll test tonight on my own. EDIT: Actually the GIF in the linked OP pretty much covers it. This is funny more than anything.

Pure comedy gold... how the hell do you equip the level 1 stuff? I'm on PC, all the level 1 equipment is only visible in the Vault, can't seem to move it to my regular inventory or whatever. On second thought, this is pretty much the worst case scenario. Even if level scaling is broken, weapons with powerful inscriptions and/or MW bonuses (like 200% physical damage or Avenging Herald with +200% damage while hovering) should still be able to outdamage the level 1 weapon. That's not the case, soooo... the whole damn system isn't working. If any White Knight comes storming in here and tries to defend this staggering display of incompetence, I'm going to slap him with a large trout.. not even kidding
