Pirndel Blatch is the custodian of Fort Tarsis and he is very concerned about everyone's safety.
Standing water and loose electrical cords are a legitimate hazard and he wants to protect us from them.
Although I found him overzealous, I couldn't really disagree with him on most points.
What happened with Pirndel in your playthrough? I think there are at least 2 outcomes.
My Freelancer agreed with Pirndel most of the time and only put her foot down when he wanted to install railings on the Javelin platforms. He stayed in Fort Tarsis and fixed the fountain, even lightening up enough to allow some wet pavement near the fountain itself. (It actually looks like a slipping hazard now.)
Later, he showed up dramatically during Marl's conversation to reveal the shop fire had actually been caused by a short from electrical cords lying in standing water! Pirndel Blatch's VA is Trevor Schmidt

We need a picture of him. I did pretty much the same thing in my game. Wasn't really expecting to see him during Marl's quest. I wonder how that change if he left Fort Tarsis.
