It's happening AGAIN!!!! Same issues as were reported two weeks ago: Application, Browser windows continuously *flash* and then instantly disappear, leaving the program unresponsive. I've tried to do a Windows Repair and System Restore....and neither worked. So then I tried to RESET Windows...and that appeared to work more successfully as I did not receive any errors or interruptions during the process....BUT it didn't solve the problem. I am going to replace my M.2 with my older SSD and see what's what.....Though I suspect eventually the same things will happen if given enough time. I don't think it is my GPU, because I'm not getting any BSODs or ERROR Codes or seeing other issues that are more typical to the GPU being at fault. My Dad seems to think "it's the games you play...those gaming companies like Steam and EA they do things to your PC so that they can gain control, and who knows what they actually put on your PC. It's those damned games you're always playing. Get rid of the games, stop playing games and you'll be fine. I don't play games and I have never had the issues you have had."

I can't seem to pull the trigger and make a decision. UGH! I don't want to take it al the way over to Canada Computers, spend 50 bucks just for them to tel me that they don't know what's wrong or can't fix it--then I will have wasted 50 dollars that could have been spent elsewhere....BUT I also don't want to spend money on new stuff if there is even the slightest chance that my PC can be fixed.

I didn't read through the whole thread again, but can you try disconnecting USB things when it's doing that? Not that I think this is the same thing, but once I had some really weird and hard-to-diagnose problems with a randomly sticking CTRL key once. It wasn't sticking ALL THE TIME, which is what made it hard to figure out. It did cause some weird issues where I couldn't click on things right, or windows would expand and contract, which is what made me think of it. I also had a problem with a custom keyboard interacting poorly with one of the USB ports on my computer. Never figured out WHY that happened, but I did eventually discover that things worked fine as long as it was always in a USB3 port, so I marked that on the cable and stopped trying to figure it out. As a side note, Atemporal Vanguardian-Debugger , your desktop makes me sad This is what I have: I'm using Wallpaper Engine, so the monitor on the left cycles through a bunch of videos, this time just happened to be the assault on Palaven's Moon.

First it was working fine and now it is not. So lets begin the wonderful steps of... DEBUGGING!:
1. What day did it start to act this way? 2. What hour? 3. What exactly were your doing the second before this started again? 4. Since we know it was working with the MET... Had you uninstalled or installed anything after the install? -undo the install if so.
5. Has MS been mean to you and given you and update you didn't need or want but installed anyway? -try reverting -hammer if needed
6. Did you search all installed updates to see if maybe one could be causing this? -try reverting
7. Does that MS Office 2016 require updates? -if so did you update it and this happen? -try reverting
BTW You are the one with the elite antivirus? IF so are you sure it isn't being high-jacked and actually being used to infect your system?

Too many threads for the exact same subject - should be merged imo.
Ditch the AV, for the love of the Maker. Use Wibdows Defender, it is free and works great, and <drumroll> doesn't break Windows.
You were able to "fix" the problem, then it "returned". You need to know why, and the event viewer should tell you. Look at the date and time when things went sour again.
So like TV said, stop. Take a breath. Get over your bewilderment and frustration and get used to it, this is the cost of building.

BTW You are the one with the elite antivirus? IF so are you sure it isn't being high-jacked and actually being used to infect your system? It all started on the morning of Monday May 3rd. I was typing in a URL using CHrome and my browser window *flashed* then the URL I had typed disappeared. After two attempts, I went back to the Windows Desktop and that same behaviour was happening in "THIS PC" when navigating the directory tree. I have tried three different Fresh Installs of two different Windows versions/builds, the problem still happens. I have swapped ouit all three bootable drives and given time....the problems still happened. My AV is not the problem. I have unstalled Bitdefender and the problems still happen. I have used Malwarebytes and the problem still happens. I haven't installed or uninstalled any new software for three weeks since this first started happening. Friday May 28th I swapped my 970 M.2 for my original SSD, and the problem still happened. On Saturday the 29th, I swapped out my RTX 2080 for my GTX 1080( still happened). Then I stress tested my CPU using Intel Processor Diagnostic Tool (and it PASSED every test 100%), then I tested my RAM using Windows Memory Diagnostic x2 and Memtest 86 x2.....and all Memory tests found SERO errors or defects. To date, the only hardware I have not tested is my motherboard. So I left it until today (June 1st 2021) ..after after not touching my PC since Friday May 28th, I turned it on this morning....and for the past 15 minutes I have had zero.....zero problems.

Been researching and MS Office 2016 and Office 365 can cause flashing issues with Intel. If you updated it try undoing it. Or if you haven't updated it then update it.
THAT said do you have another motherboard you can test? Or for that matter try a rather different unknown browser like Vivaldi or Waterfox?

You're right, Vanguard. I did install Office 2016 through my work within this time period. But I also have that same Office on my laptop that I installed back in March while at work (and HP Elitebook 8570W 2013) that is running Windows 10 Pro 20H2, and my laptop works just fine with it. And the flashing happened the same day, yes, but prior to installing 2016 on my PC. I installed 2016 because I thought it was a problem with 2010 due to Office 2010 no longer being supported. But even after installing Office 2016 on my PC, the flashing applications and windows still happened. Presently, my 850 SSD on my PC has my old office version 2010 and though I have other Office related issues with v 2010, I am not experiencing the flashy behaviours on my laptop that has 2016/365. I have never heard of Office causing these flashy issues with Intel products, but it is an interesting observation. Unfortunately, I do not have another motherboard I can test that would fit my CPU, RAM etc. I am the only person in my house using an X-99/2011-3 platform and the Intel 6850K is specific to that platform and socket. I will continue to use my PC with my 850 EVO SSD for the next two weeks to a month...and continue to monitor the situation. Thanks for all your help and advice!

Have you tried reinstalling your chipset? 3. Are you sure your on 64-bit or running 32-bit?

Ok same OS model as the Laptop good.
So it is a 24/7 machine or is it off in those down times?
Have you tried reinstalling your chipset?
You also could try uninstalling MS Office 2016 and trying Open Office and see if the same occurs? Another option is to clone your laptop OS and put it onto your main hard drive.
Sorry internet went down unable to modify posts.

News/Interests/People/Cortana and People are all set to "Hidden" or OFF.
Strange that I have been running my PC using my original Samsung 850 EVO SSD without any problems. I am using Office 2010 (though I have issues with that version of outlook, which is why I switched to Office 2016 from work)...But other than that these nasty issues that i have described have all but disappeared (time will tell if they stay gone, because it was previously happening on this SSD as well. I would previously happen on all three bootable drives-- my two M.2s and this SSD.) But strangely, today with this SSD....NO problems.
So this is now leading my down the road of thinking that my M.2 is defective. Either the 970 drive itself OR the M.2 slot on my motherboard. If it is just the drive, that is fine...I can RMA it under warranty. THough the same nagging nasty issues are also present on my older M.2 the 950 Pro....so maybe it's not solely the M.2 drive but the slot on my Board that is the defect.
All that being said I could return to using my PC with an SSD and just forget about life with an M.2 slot/drive....But I just bought this 970 Plus in January and I paid 300 dollars CAD for it. It was expensive and I will have wasted money if I don't put it to use. However, I can't RMA my motherboard because it's too old-- well past the warranty-- and if it is the slot on the board that is causing this issue, well, then it's the motherboard that is the problem. ANd if my motherboard is at all the culprit here...then I might as well buy new stuff.
But this temper-mental behaviour of working-not working, flashy-not flashy, flashy with Device A all the time, Device B sometimes, Device C never.....Device B, sometimes at very random.....It's all really weird.
For now though.... I am going to use my PC with my SSD installed and ride it out for as long as I can. Then maybe in the Fall, come September/October....Or wait till my birthday in March then maybe then I will do a fresh new build with new stuff no matter how this POS is working or not.
Thanks for your help, Vanguard. I apologize if my posts are frustrating to read....I'm frustrated, and as patient as I am with the process...even I can only take so much and do so much before I say "the hell with it all". ( know what I mean?)

Did you ever check the S.M.A.R.T. of the drives or was it someone else I asked that too? As to the M.2 you could still use it if its good and the slot on the motherboard is defective:

No need to apologize to me.
I thrive on debugging. The jubilation that comes from the discovery as to what is causing a issue is far more appealing. Plus it adds to the database of knowledge of all involved which helps everyone.

I would recommend trying this as well. Unplug all your USB devices. Use a different keyboard and mouse. See if that helps. If it doesn't solve the problem, you can try unplugging all your HDDs and leaving only your 970 Evo. Because it could also be a dying HDD that's causing your system not responsive.

Hey Beamer......So for the past two days I ahve been using my SSD the 850 EVO Pro and the weird flashy behaviours have disappeared completely.....But I am having a problem with games and other programs not responding, not initializing. For example in Origin with ME 2, I click the PLAY button, it changes a slight colour to denote that it has been clicked....I get the blue Windows circle that spins.....And then NOTHING. The PLAY button returns to its normal bright orange colour and nothing happens. The same can be said for all my other Programs. It's like it's all being hung up in Task Manager. I have even uninstalled Origin and all my games. I have no games, just a few programs MS WORD 2010, Who Crashed and some Samsung stuff. Very sparse. Thanks for your post, my friend. I'll catch you later. PS: I'm inching ever-closer to just scrapping it totally this time and buying new stuff, I don't care anymore. I've just about had enough of this POS. EDIT: After more troubleshooting and continuous failing...I finally decided I was done with having "bad days at the office", pulled the trigger, bit the 50-cal bullitt (I know it's a spelling error, I did that on purpose) broke down and ordered new stuff. The people at Canada COmputers were not helpful and kinda arrogant, because I could tell they were trying to push the newest (yet soon to be out dated) Z 590 and 11 series CPUs....Even though I had politely said that I was interested in buying the (more stable, more useful and still current ) 10 series. When everything I asked about came up with a big ZERO at Canada COmputers......I jumped ship and bought all the parts I needed on Amazon.ca. It took some digging to find the RAM I wanted that wasn't stupidly OC'd to some completely unusable speed that my CPU couldn't support.....But I did it. I got everything I needed, and I came in under my projected budget comfortably. I bought the Z 490 Aorus Master Intel 10-900 KF (Unlocked without integrated graphics on die) and 32 GB @ 3000 Mhz (18-18-18-38-2N Timings) DDR4 from GKSILL (which I know I will need to underclock to the speed of 2933 to match the CPU Bus and the Motherboard FSB comfortably even though the Mothrboard supports up the 4400). 3000 or even 2933 is far faster than what I have currently which is 2400. I could have gone witht he Z 590 and 11 series CPU with 3200 RAM and actually used that at 3200.....But from all the reviews I have watched and read, they all say that the 10 series is better for gaming than 11 series, because it has more cores, faster core clocks and doesn't have to contend with an integrated GPU on the die. WHich the 11 series has had to have been upscaled back to the old 14 nm fab process, and the core count of the 11 has been lessened (and the clocks have been slowed as well)....so really where the 11 series performs for the money is in things like workloads and rendering. Programs like CineBench, Handle Brake and the like. But for 4K Gaming, the 10 series is still the current King of the Bean Hill. All in all I am satisfied with my purchase......Fingers, toes, ears, whiskers and drumsticks crossed to see if the build is as good as I hope it will be. And I pray I can still use both my M.2s and all my SSDs in max configuration, because the CPU only has 16 PCIE lanes.

Would you believe that in a last-ditch effort to solve my on-going PC *lfashy* problems, and to inquire from Nvidia as to whether or not they believe my strange behaviours to be related to a faulty GPU.....I spoke to somone from Nvidia, and he sent me a "hot fix" version of the previous Game Ready Driver....I installed that successfully, and *POOF* ALL strange instances of weird *flashy* behaviours have completely....completely disappeared!

Patience.
Hard to hold onto in this world, with our lives hurtling at us at FTL speeds, but it is valuable.
Glad that it has resolved itself, and was indeed not something you had inadvertently done to yourself.

In the last week my HP 8570W Mobile Workstation has been giving me grief. The System Tray (and its icons) completely disappear, and only reappear if I go to Task Bar Options and toggle "Use Small Icons" then they reappear.....For who knows how long, only to disappear again leaving the whole bottom bar blank.
As well, since my most recent Windows Update to 21 H1, my MS OFFICE 365 subscription from work is acting weird. Every program opens and functions perfectly fine, except for Outlook 365. I continually get the error message that "the folder set cannot be opened. The MS Exchange server cannot be reached." I have searched online and followed the directions to remove the Ad-Ins and extensions, and also to create a new profile. Neither solution solved my problem.
Microsoft won't help me because I am using a Corporate account-- they see it as a problem for my organization to solve, even though I am using a version of Office that MS has licensed to my organization. And my company/organization's IT Dept won't help because it is a personal laptop and not a company issued device.

I personally have not updated MS since I installed Windows 10 circa version 1909 blocking updates using this: No matter how much MS wants to this blocks MS Windows Update from working. One to Two years free of MS updates... I feel so clean.
