Strange you post that video... Two ram chips set in their alternating RAM slots will give boost of dual rank will give a boost in performance.
Doesn't everyone already know that? It is obvious that a dual rank SINGLE chip will give the same performance as a single rank dual ram chip configuration. THIS is what I am talking about... maybe I just don't communicate it well... heh its just me. The video you posted about the performance of dual versus single channel ram are using SINGLE RANK ram NOT dual or quad RANK ram. It doesn't matter if the memory modules are single or dual-rank though. Let me put it this way, two single rank modules on dual-channel memory mode is significantly faster than a dual-rank memory on single-channel memory mode. Dual-channel mode will always guarantee you a better performance because it essentially doubles your memory bandwidth (and that's why you get nearly double the performance from an iGPU). On the other hand, the benefit from using dual-rank modules is actually way smaller. You can see a small performance boost in some applications and you don't at all in others. So that is what I was referring to: If your going to be using single RANK then going to have to be 32GB minimum. If your going to have dual or quad RANK memory then 16GB is fine. Since in my opinion dual or quad RANK memory is like virtually doubling the memory.
So 16GB Dual RANK is equal to 32GB Single RANK...
Ironic since the RAM I linked is supposed to be dual RANK and not single RANK. There is no irony in that, because I'm pretty sure all 32GB memory modules are dual-rank. In fact, a lot of 16GB memory modules are dual-rank as well. It's just a bit tricky trying to find out, because memory manufacturers usually don't specify or advertise that a memory module is dual-rank. It is something to keep in mind when you shop for RAM, but not worth the headache in my opinion. So forget about single-rank vs dual-rank. Just get two RAM sticks, run them in dual-channel mode, and you're good to go. Apparently you have never had single and dual rank chips in the same system...
It can get weird.
That said for me performance -every single point matters but...
I would rather a headache than suffer through that diagnostic nightmare ever again.
But alas due as you will and suffer the fate or consume the rewards if success is your friend.

They don't need 64GB of RAM or get a 32GB stick and another 32GB later. If their budget is around $1000, that's already $300 to $400 to spend on memory alone. It just doesn't make sense. Using dual-channel memory mode is what actually makes sense, because the performance gain that you get from it far outweighs your time, effort, and money. It is a fairly easy thing to do. For DIYers like you, all you need is two identical sticks of RAM (or even near identical), install them into the correct slots (according to the mobo manual), and set them up for dual-channel in the BIOS. For someone like dragontartare's mother, they just need to contact their system integrators like NZXT, make sure they use two sticks of RAM and set them up in dual-channel mode before they ship the PC. It is as easy as that. The performance gain from dual-rank or quad-rank memory modules is relatively insignificant in comparison. That's why I really didn't want to go off on a tangent about it until you brought it up. So just get the mother a PC. Don't lecture them about memory ranks.

Go into the Control Panel via the search function in Windows 10. Go to power options > change plan settings > change advanced settings > processor power management Set the max to 95% and see if the temps fall across the board.
As to build let me ask some questions. 1. Do you need Keyboard, Mouse, Monitor and Speakers as well?
2. Do you care whether the graphics card would be in a used or new state? 3. Is the $1000 limit secure or "iffy" in of itself?
4. Is RTX important or not very important to you?
5. Does the card's performance need to exceed or match the 970m currently being used? Since all cards above the 960, 1060, 2060, 3030 cards in their respective lines beat it but those beneath loose to it:

While that is something to ponder I will put together a possible build list. Should be less than $1000 for everything... Will post when I get home in about 5 hours.
Except the graphics card... but come to that bridge when needed.

First of all you have a cool mother almost 70 and playing games. But why not a PS4 you have a PS4 for much cheaper around $300 give or take. So you can buy a PS4 and a loooooot of games. And another thing playing with a controller is more fun then with a keyboard/mouse at least i think so. Except when you play a shooter then keyboard/mouse is still better but again that's my opinion.

I would go for top of the line APU and get a gfx card when prices stop being retarded in the future, if necessary just chuck in more ram and a better cooling system...
besides if your only running 1080p it shouldn't overtax it, especially if you use dual ssd's (one for the OS and one for game/movie storage) although given the prices again maybe not the better performing pciex4 types...
and even considering everything else it still might work out cheaper to configure one at some place like cyberpower, especially if they haven't started price gouging on gfx cards yet (here in the UK so long as you go through customise they seem to have the cheaper options listed like the 1650 for £140)

2. Smart. You can buy many things used with a computer -but you never should skimp on the CPU, GPU or PSU... the case really doesn't matter.
3. Well considering used is out of the question -that leaves two options -ironically in the 16 series which as it should beats the 970M performance.
4. Agreed -though can't find any 900, 10, 20 or 30 series that stays in budget and is new -sorry. So that all said here is the starter build I would recommend -sorry it went over the $1000 limit: HERE IS THE PARTPICKER LINK: The reason I chose these parts:
The CPU: An actual ryzen chip below or near MSRP and that beats the APU's but is FAR cheaper than those mentioned. The Motherboard: Asrock so far have the cheapest boards on the market -according to PPP -yet the greatest compatibility and stability. The memory: Cheapest memory on the market that is 2x8GB -which in my opinion is the bare minimum even for a true CPU. That said... Corsair, TeamGroup, GSkill & Kingston -they are all good. The rest... I don't know since I have never ventured from these.
The cooler: Best mid range cooler that will definitely beat AMD's default cooling option but it ain't no Noctua DH-15 though. HDD Storage: Went with the Seagate Constellation enterprise level drive -since they are made for more heavy duty use -thus will last longer. The 128 MB cache isn't bad either considering most other HDD of similar price only have a 64MB cache.
SDD Storage: Was't sure if the hard drive listed in the laptop was a hybrid drive with the strange capacity so went a comparable M.2. HOWEVER if SSD is not important go ahead with the recommendation I wrote for getting another Constellation drive instead. Or even a smaller SSD. The case: Three included LED fans and a BIOS speaker for under $50? How is that a loosing scenario? The PSU: I try to give a system double the demanded wattage -the more headroom lets the PSU work less & last longer -at least they all have for me. The GPU: As it was wanted and is the only bloody one I can find near MSRP -though as I wrote I don't know anything about the Adorama seller.

1. Yes, but she's aware of that. The $1000 budget doesn't include those things. 2. New. She'd never agree to a used one. I'm a little skittish about just buying a used GPU from some rando too, tbh, especially at an inflated price. 3. Exceed would be ideal, though it wouldn't have to be by much, hence looking for a 1650 or 1660. Even a 1070 or 1080 would probably be fine if they were in a pre-built. They are too expensive otherwise. 4. No need for ray tracing. My apologies for being a little late. 1. Good. Makes my job easier.

The Motherboard: Asrock so far have the cheapest boards on the market -according to PPP -yet the greatest compatibility and stability. The memory: Cheapest memory on the market that is 2x8GB -which in my opinion is the bare minimum even for a true CPU. That said... Corsair, TeamGroup, GSkill & Kingston -they are all good. The rest... I don't know since I have never ventured from these.
The cooler: Best mid range cooler that will definitely beat AMD's default cooling option but it ain't no Noctua DH-15 though. HDD Storage: Went with the Seagate Constellation enterprise level drive -since they are made for more heavy duty use -thus will last longer. The 128 MB cache isn't bad either considering most other HDD of similar price only have a 64MB cache.
SDD Storage: Was't sure if the hard drive listed in the laptop was a hybrid drive with the strange capacity so went a comparable M.2. HOWEVER if SSD is not important go ahead with the recommendation I wrote for getting another Constellation drive instead. Or even a smaller SSD. The case: Three included LED fans and a BIOS speaker for under $50? How is that a loosing scenario? The PSU: I try to give a system double the demanded wattage -the more headroom lets the PSU work less & last longer -at least they all have for me. The GPU: As it was wanted and is the only bloody one I can find near MSRP -though as I wrote I don't know anything about the Adorama seller.
This is awesome I'll keep checking Adorama for that GPU. I bet that's going to sell out fast (haha, already out of stock), but if it's near MSRP now, it may be again in the future. I couldn't find that GPU for under $600. If that processor comes with a stock cooler, she can save some money there.

Heat is an issue in her hotbox of a laptop. I have the stock cooler for my Ryzen 5 3600x and it does fine for now (probably will replace it eventually with something flashy just for fun), so I think for her the stock cooler is probably fine too. She doesn't care about RGB, either. I'm still at work so I didn't get to check everything else in detail, but I think she'd be fine with the drives you listed, or even just one of them.

I switched some of the items on her saved parts list for your suggestions, and if I can manage to find a GPU in stock for under $400, she can get her entire system including peripherals for under $1200. Adorama was a really great find if they actually sell the GPUs for the prices advertised. I've purchased photography-related things from them before, but didn't think to check for GPUs. I'm going to talk to my mom over the weekend and see if she's ok with me adding some of those GPUs to my wishlist and then just buying it as soon as I get the notification that one of them is back in stock for MSRP-ish, then she can pay me back later for it if she insists. If I can beat the scalperbots, at least. Otherwise it pains me to have her paying more for a 16-series than I paid for my GPU

What about another laptop? I know it's not a desktop but these specs are actually better than what you can get on a pre-built desktop at the same price. I know it's crazy. We mostly didn't consider another laptop because of cooling concerns, but also because they typically have worse specs for the price compared to desktops. But you're absolutely right...even going to Newegg (because I've never heard of slickdeals), the specs for laptops look pretty good for the price. I'm seeing a lot of 8GB of RAM instead of 16GB, but I could check to see which ones are upgradeable. I'll show her the laptops too and see what she wants to do.

because I've never heard of slickdeals Don't worry about that. Slickdeals is just a website where people post the best online deals that they can find. That Slickdeals page actually redirects you to the Walmart page where the laptop is sold. I've been using Slickdeals for more than a decade. It is great if you want to save money and I always browse it whenever I have free time at work.
