Has anyone put out a list of perks to get and when to get them? The dialog perks are popular, for example, but would it make sense to go for "underworld knowledge" late game? I've gotten all the obvious ones: more health potions, deft hands, extra belt slot, focus, grit, arcane knowledge, nobility knowledge, and history. Thereafter, it becomes difficult to decide what's worth it.

How could such a list exist? It varies depending on the goals of your playthrough.
If you are story focused and don't care about combat, you'll go for all the dialogue perks.
If you are a completionist, you'll prioritize Deft Hands and the Short List.
Personally, I go for a mix, so my Perk acquisition order is usually: Tempered Glass Flasks, More Healing Potions, Deft Hands, Advanced Focus, then Master Focus. Somewhere between Deft Hands and Master Focus I get Nobility Knowledge if I'm about to do WEWH.
Then for the rest, I usually get all the Connections ones that give me more gold from merchants and/or reduce item costs. If I need to do a lot of farming of blood lotus, I get Optimal Cutting.
I don't bother with Exclusive Training because the other 2 points in Inquisition are pretty much a waste for me.
That's about it.

Not sure if it's the best, but I like to get Optimal Cutting asap. Because chance of 9 blood lotus from one plant is amazing. I like the perks that give you discount/increased sell price and the Short list. The tailoring perks are also useful to enable hoarding of loot. Extra combat ability point is nice as well. Otherwise you've got most of the perks I would use.
Underworld knowledge does have a few uses late game, but I prefer having it earlier in the game.

For me it depends on what difficulty I am playing on. Anything but NM and I usually get all the dialogue perks early for the extra XP when finding codex entries. For NM, I put priority on having both extra health potions and extra potion slot before IYHSB.
For my current game, I decided on Optimal Cutting early on so I could stockpile more herbs. Deft Hands I also like to get early so I need only make one trip to Fallow Mire. Didn't work this time so I had to go back a second time to open the vault and get BW's Warden thingy.
I use an expanded inventory mod, otherwise another priority would be the 2 inventory perks. With the mod, I don't need those at all, but still take them in order to unlock the extra ability for the Inquisitor. Not until late in the game though.
The Connections perks for more gold/lower prices are must haves but I usually don't get those until about Inq. level 7/8. Short List for me is hit or miss.....I really don't like that you only get a "chance" for better stuff, especially schematics. What exactly happens with optimal cutting? I just got it; I go to collect rashvine. Sometimes I get one, sometimes 3 or even a little more. But that's the way it was before I got the perk. Most herbs you only get one per pick (rashvine is an exception; deathroot too, I think). With the perk, you get a higher chance to pick several bonus herbs (up to 9) each time. I swear it works better on some herbs than others. I feel like I'm always getting extra elfroot and rarely the extra blood lotus, no matter how many I pick.

Xp really not a issue with the DLC correct. I remember getting to max level before starting Trespasser. Not sure what perks i'd get if I dropped some of the dialogue perks-the one that widens search or the last inventory expansion one.

True enough. Without Take It Slow on, you will hit max level and XP after playing main game + JoH. Kinda takes the fun out of playing after that, so I use that trial all the time now. I still hit lvl 27 but I don't max out on points. Everyone else finishes at either early 27 or late 26. I tried the wider search area one once and I really couldn't tell the difference. It might work better for someone who doesn't spam search like I do.

Optimal cut is usually my 2nd choice. Then barter perks early.
Felandaris and Snofleur hide farming with those can generate 10k an hour.

All the dialogue perks, of course. Then Deft Hands, because I have a need to unlock everything.
Advanced/Master Focus and True Grit are among my favorites. I tend to get the latter just before Here Lies the Abyss, and it's definitely helped.
More Healing Potions...does it really need to be said how important this one is?
I tend to get Sterling Reputation/A Favor for a Favor back-to-back, because I'm a cheapskate and want to keep as much gold as possible.

It might work better for someone who doesn't spam search like I do. Good you speak about the wider search area perk, because i was not able to tell the difference with the regular one either. So it doesn't seem to work as intended or to work at all... -Personnally, i take immediately the perk for extra plants harvesting, then after having picked up the right agents in the hinterlands, i go for deft hands. -Then i take all dialogues options perks ( not for the xp bonus but for being able to have more options during conversations) -That done i prioritize the focus ability perks with cullen, as well as the perk for extra defense bonus. The rest isn't that important then but i'll finish anyway... -all perks about potions and carry weight. -And if i have 1 point left, i go for 1 extra character perk point thanks to " inquisitor" or for " advanced scouting"to help you localize interesting things to capture on the map. Since the last dlc and the golden nug, i don't see the use for the " short list" anymore, but again, it's personal and i'm sure others might still find a use in it.

One of my inquisitors was a dumb qunari that didn't care about knowledge, so I didn't get any dialogue perk. Also I wanted to test if that bit in Sera's journal about the inquisitor reading books would change(it didn't).
