Why is she so hostile about Morrigan at the ball? She practically spits venom talking about her to Quizzy. I don't recall that level of animosity between them in DA:O or did I miss something?

They were never really friends. Leliana always considered Morrigan as selfish bitch – as I remember... (Probably do not worded it this way, but still) Later she say, that Morrigan changed, likely because of her son.

Considering Morrigan's attitude in DAO (I.E kill them all for my amusement sort of thing) I thought it was warranted. Morrigan is changed, but Leliana does't know at that point.

As mentioned above, Morrigan was not an especially pleasent person in Origins and I don't recall much, if anything, that would have left Leliana with a positive opinion of Morrigan. Yes, she fought against the Blight but the Blight was a threat to the survival of everybody sans the darkspawn so that meant little.
Another example is that during the Alienage quest, Morrigan is in favor of sacrificing the enslaved elves using blood magic for power so Leliana's impression of her and the remarks she makes about her is not without reason.

I liked Morrigan's character, true, she was a bit too "practical". I liked Morrigan in Origins too. She actually didn't do anything evil herself, she just didn't care and sometimes found it amusing. I mean it fit her character, a survivalist from the wilds, pretty well. Also her friendship with female warden is great, specially the last conversation in which she calls the warden a sister. Probably best friendship development in DAO in my opinion. But yes, being skeptical about Morrigan based on her DAO attitude is pretty normal.

Fair enough. I just didnt remember any specific negativity between the two (unless they were both romancing the Warden)I have always enjoyed Morrigan's character!

Bear in mind also that Morrigan either abandoned the Warden immediately before the big battle (because you refused the dark ritual) or left straight after the battle and Leliana probably picked up on the fact that she was connected with the strange phenomenon of the Warden not dying when they killed the arch demon. Leliana no doubt assumed that was to do with forbidden magic, which to be honest was entirely correct. So factor in that Morrigan never approved of helping the weak and defenceless, was fairly scathing of religion and an apostate hedge mage, and it is fairly understandable that Leliana would be highly suspicious of Morrigan's presence in the Winter Palace and involvement with Celene. She wasn't the only one who felt that Celene relied upon her rather too much and that Morrigan had undue influence over her. The fact that Celene, who was meant to be an astute political leader, was prepared to openly support an apostate mage like Morrigan at a time when tensions were so high about magic and mages, would also raise suspicions in the minds of onlookers. Don't forget that Vivienne was equally scathing about the person who usurped her place at Court.
