Not really.. too many other good staffs and ice is really not the best element to spec into, imo.
But, if you want to use it, an ice queen necromancer with that frost shield passive is a natural. And you get to run around with ice all over you, which is kinda fun.

Just happened to stumble into two of the top PC players today using this staff. One Saarebas, one Necromancer. It's pretty much an excuse to use the Winter Pact Belt, IMO.
Think the idea with the Saarebas, for example, was mostly to use it with the pact belt and make use of Athlok Burst's auto-shatter. I was playing Katari, so there just happened to be a bunch of incredibly satisfying shatters for me in there too. With the Necromancer, I think it was mostly for Fade Step, but also effectively applied to Winter's Grasp since this person is very promoted.

I used it on necro before getting better staff like Heart of Pride or hakkon. She's probably the squishiest mage of all without the protection of barrier or guardian spirit and heart of despair makes her a little tougher. I've also seen people use it with keeper or virtuoso, usually it's when surviving as a support mage in higher difficulties is still quite challenging for them.

It's good looking Staff. And quite usefull for people who don't have maxed defence and like to play "Ice Queen" build with Winter Pact Belt on. It also boosts attack by 24% IIRC, wich is good.

Never been a big fan of it myself. I really wanted to be a fan, but it just didn't happen. I prefer HoP, Razikale, and of course, Hakkon's Wisdom if you are higher level.
Many folks associate this staff with the necromancer, but to be honest, it's not necessary. I think the necro is more of a late game support player, and by that time, HoD doesn't offer as much benefit when compared to other staffs.

Although she has several crowd-control abilities, I would consider necro a dps rather than a support... I'm going to have to disagree with that statement. Not trying to cause a bunch of hoopla about it, but she's support. I understand at the hefty promotes you guys have, everything's dps, but for us lowly non-leader-boarder types, she can't solo nightmare because of a lack of consistent dps (among other things). Dps in spurts, like corpse explosion, imho, doesn't really count, nor does having 1500 willpower. Pair her with a team of other dps characters, and she's a beast. As a result, for us blue collar types, she's not a true dps character.

Her every AoE skill have good DPS. You just can't expect everything to die on NM with low stats and this imply to any other character. Her biggest flaw is lack of protection and this is punishing for low stats players. Remember, we, as you call us, leader-boarder types were in your shoes once

But she's always more efficient when she actually "assassinates" things. The same applies to Necro. She is better at hurting foes than protecting friends on whatever promotion level. I bet she can be built and played as a support. Though it must take a mastermind to keep teammates alive and kicking without the ability to cast barrier or give other buffs. At least I know I'm not skillful enough to play Necro as a good support.
