I started DA:I many times over until about Skyhold and learned some about possible romance options. Being at the end of DA:2, it is time to start thinking what to do in DA:I. The Merrill quest is as good as I remember from like two years back. And then there is the choice to stay by his side at the end of the game, brilliant!
Most of the times, or always, I started romancing Cassandra. She is the obvious or only choice and has lots of serious dialogue about her family. I do not know how far this relationship is pushed forward in the rest of the game. I love her in the cutscenes of DA:2 and there she mentions or Varric points out how she develops a crush on the Hawke. Her walking animation in Inquisition... no comments, I could as well date Red Iron Bull. Can someone tell me if having her as a romance influences the game? Is there extra or different dialogue where you can take her side or something? In my previous attempts there wasn't really, I brought her that book and flowers, a scene and that was it. Apparently there is some court (never been there) and lots of more game to come after I usually stopped playing. Romances do not seem to be as important or involved in the story as in DA:O or DA:2 or Mass Effect 1-3. It is more like choosing a few romance responses, bring them something and finished. As I read many people then break up and quickly do the next... -.-
Solas seems to be one of the most serious and interesting characters to romance in the game, but I always play a male straight hero. Sera is not childish in a way but rather funny, of good heart and character. Unfortunately she also is not available for my hero. I took her companion quest rather far I think, chasing that guy and watching her mutilate him. Josephine does not come along in the party. Writing all this down, it seems you have not much choice anyway

Well, it hardly matters that Josephine doesn't accompany your party. There's just as much content in her romance as any other, minus the party banter.
It's a lot more "storybook" than the others. You even fight a duel at one point to keep her at your side.
There's also no "sex scene," though that's unrelated to her being a party member. (Solas doesn't have one either.)

Whether you choose Cassandra or Josephine is really up to your personal preference. If you have done the book and flowers for Cass, that is the major part of the romance but you can continue to spend time with her afterwards (just click on her and suggest it) but no more naked sex scenes. Also if you have never done Wicked Eyes/Wicked Hearts then provided you are in the romance by then, you get the opportunity to dance with whoever you are currently in a relationship with. There are other points in the main plot where your romance partner will have specific lines.
Personally, I preferred the Cassandra romance to Josephine. In a way the latter was just too perfect and predictable, although you do experience getting threatened by Leliana because she is concerned for her friend (a bit like how Isabella threatens you if she thinks you might be taking advance of her friend Merrill).

My first and only complete playthrough I chose Cassandra. In my second playthrough 3 years later I'm going Josephine.

Isn't it a good thing to have a happy, perfect and predictable romance for once ? I would go for Josephine.

Both Josephine and Cassandra's romance are somewhat similar in that they are both high on the romance, as opposed to humor or angst. Josephine's is more of the "storybook" variety mentioned above, and she was referred to as the "Disney Princess of Dragon Age." Cassandra wants to be wooed in the traditional romantic way.
I would pick them based on the character's personality, their goals, and how those mesh with your own Inquisitor. If he thinks Josie is adorable and sweet, and likes the fact that she "kills with kindness," then go for her. If he likes Cassandra as a sexy, badass woman, who can be brash and forceful, but also has a mushy center, then go for her.
