I checked the Q/E and A/D movement on the character, and see no difference in the way she moves sideways. If I don't intend to use the tactical camera, can I rebind Q and E and just use A and D on strafe?

You can. That's how I do it in fact.

In Multiplayer A & D can be used to move the camera, while Q & E are for walking sideways. Moving the camera with keys may sound redundant, but sometimes in MP there is a glitch/bug that will end up in the player not having a UI and the mouse not working. In that case the only way to turn your camera is by using the A & D keys. (yes, ofc you could also just rejoin the lobby, but in public games that isn't always possible) How it looks when the glitch happens (yes, this is my elementalist) No skill bar, no mini map, no nothing.
