I can't seem to figure out why I can't have anything but brown shoulder armor pieces. Am I crazy or is this making anyone besides me this nuts?

My Salarian Infilitrator is at Lv X, but I can't get the red out of his shoulder pads. Maybe those are locked for whatever reason.

I can't say it's my biggest qualm, but unmodifiable armour components are always an irritant. E.g. the ME3 jetpack turians and having to design a palette around the parts of their suits that can't be changed.
