There's a couple of viable options, but the sheer number of people you can choose feels like a red flag to me that there will be little consequence or even just complete railroading (Anderson vs Udina) to a single choice.
Post ME2 you could tell the Devs were lamenting just how many variables they created for them to have to deal with in the next game.

There's a couple of viable options, but the sheer number of people you can choose feels like a red flag to me that there will be little consequence or even just complete railroading (Anderson vs Udina) to a single choice. Post ME2 you could tell the Devs were lamenting just how many variables they created for them to have to deal with in the next game. It might be as simple as the war asset info in ME3. Destroying the Geth meant Quarians took less casualties. Siding with Moshae reduces number of Roekaar. Etc.

I picked Morda. They asked if I was serious. I picked Morda again. The Moshae was pretty bitchy about it. She can take a long walk off a pier as far as I'm concerned. Tann's reaction was worth it I might go for Bradley or Raeka in my canon run. But honestly, I don't see Morda as the worst choice. Yeah she's not the friendliest face but look at how well the Krogan settled in Andromeda while the Nexus was fannying about waiting for you to show up? They're the only damn race that got their shit together and made a successful colony.

I chose the Moshae. I would have destroyed that facility too if I wasn't trying to get into Jaal's pants. Beyond that she's got wisdom and the respect of her people. All of my choices throughout the game were meant to tighten the bonds between all the various factions and she seemed the best choice to continue that trend.
I really wanted to choose the krogan, but Morda made that an easy choice. I'm still horrified it was her and not Kesh, the latter seems like such an obvious and great choice. She's already been playing the politics game with Tann, she's clever and sneaky, and she used all those skills to make sure the Nexus didn't starve to death after alienating half their workforce.
Bradley rubs me wrong. He does all the right things but he just irritates me.
I like both Raeka and Hayjer and would have gladly put either of them in that role, but I felt it sent the wrong message. Turns out the krogan have some strong feelings about the salarians.

Bradley is a Mary Sue. Though not averse to picking him However, after due consideration, we will use the Moshae: - More suited to placating the angara, whose "home" we are after all moving into, while we Nexus are already busy governing ourselves and don't need a new office.
- Gives the impression of moving forward, and it can be a makework sinecure - we don't have to listen to her. *
The salarian would indeed risk seeming same old and perhaps occupation-y, and even devious; the krogan would come to dominate the position. * And lol, that reminds me, yet another dubious move Andromeda is making possible - now, a sinecure; previously, potentially covering up scandals to "inspire"

I was also between the Moshae and bradley, but figured Bradley would serve better as the major of Prodromos than as intern-ambassador.
Raeka (alive in my playthrough) I want to keep focused on being a pathfinder. Plus it pisses off Tann.
Morda? Just no. Even kesh laughed at that option...

I picked the Moshae, for the sake of the angara. Paraphrasing what my Ryder said; if they're going to make the cluster their home, they need to remember whose home it was first. If Evfra was an option for me (he wasn't, not sure what that requires), I might have picked him just to see his reaction.
Maybe I'll pick Morda for another playthrough, though, just to make Tann squirm.

Oh btw Raeka is a great fit. Salarian women can't fight yet she's anpathfinder? Hell yes but aside from that she knew Alec and she acted well on behalf of her people but also saved my life. I'm a human she just met and she risked her life to save me. She is sorry about Krogan scouts. She isn't racist like Tann and Kesh are.
Kesh "after all Drack did for you you picked a salarian?" Umm I picked a highy qualified BA pathfinder and Drack followed and helped me because he trusted me so she should shut up and get back to work while Raeka blows our minds being awesome.

Raeka/Hayjer have a far more important job to do.
We don't know enough about the angaran government: The Moshae might even be insulted by the choice. It is wrong to force that upon her.
Morda? Absolutely not! She enjoys slaughter, and is an outright bitch when I recover the Remnant tech. Hell, I did the job, I want more than a damn outpost.

Another reason to not pick the Moshae for me was that we already establish an embassy with the Angaran on Aya during the game. And imo, if the Initiative needs an ambassador, it should be someone from the Milky Way: Angaran-AI diplomatic relationships are already secured and prospering. No need to enhance them more in that regard… Also, I think it would be like imposing a conflict of interests on the Moshae, while she already has a pivotal role in the Angaran society. A role, I’m afraid, it’s that much more important for the Angaran than seeing the Moshae as an interim ambassador for 100k odd colonists. And truth to be told, I even fear what could happen to the Angaran society after the Jardaan revelation, if the Moshae isn’t around 24/7 to keep Evfra in check and collect the pieces...

For my Sara Ryder PT, with emotional and professional dialogues I actually choose Morda. Although it sounds like a funny option, it is actually not. After the way the Krogans were treated in the Nexus(my character feeling a little guilty of leaving the scouts behind) and how well they organize their colony, she is the most competent one of them all. Also isolating the Krogan will not help, so maybe contact with other races will help shape the new generation.

Edit: I picked Bradley because he did fine on Eos and I appreciated his thinking-outside-the-box during Liam's loyalty mission. He was a proven leader and I wanted to give him props. I didn't dwell on potential long-term consequences of this choice because I remember when we debated endlessly over stuff like whether to save the council, save the base, the Overlord Project, the freaking Dark Ritual and all of these choices have amounted to nothing. Maybe a few war assets if we're lucky. I'll pick Morda because she makes me laugh, but I'm not gonna come back and find planets on fire in the sequel because I gave her the keys.

I picked the Moshae. I think the Angara are easily the most lacking for voice inside the Initiative and I'd like to pull them closer in, making Andromeda more cohesive. It feels like, to pick one of our own people for this, we're basically totally shutting them out. There's already at least one of each current Milk Way race present within the leadership of the Initiative to speak for their people. The Angara were the only ones that had no voice.

Way I see it, the angara are a separate, sovereign nation from the initiative. You don't select an ambassador to represent the initiative from a separate nation.
