You can talk to Marethari about darkspawn and ask her if shouldn't the Dalish lend their help if a new Blight ever arises, to which she responds "Let the humans fight their battles, as we must fight our own".
But when Duncan makes the offer to recruit you, she says the Dalish must honor the agreement they made long ago.

I never saw her words this way. She doesn't want to join the fight, but they are things you respect and follow, no matter if you like it or not. Just like Grey Wardens have the Right of Conscription, something that everyone respects, yet not always see in positive light. Dalish had to agree with it at some point as well. I believe that's the pact Marethari speaks about.
And even if it's not about the Right of Conscription, there are pacts, vows, that you may not like, may try to keep silent about, may not even be made by you, but once someone reminds you of it, asks you to follow it, you'd do that. Mahariel joining the fight is one of them.

Also, does anyone else feel like DA2 Marethari is a completely different character? In the origin quest, she is mildly upset at Duncan for destroying the eluvian, as she intended to use it to find a cure for the taint.
But in DA2, she does all that mad fearmongering which causes the whole clan to hate Merrill.

İ played Dalish origin once so I don't quite remember how it was but what you described here can br diagnosed as "character development gone wrong"
