Central Asia despite its indeed venerable history and stunning landscapes and architectural wonders is not a region that is ingrained in the popular culture and the sphere of an everyday awareness.

I don't think I can ever remember Uzbekistan being mentioned in a video game other than the "GeoPolitical Simulator" series (which correctly identifies the government of Uzbekistan as a repressive and authoritarian regime). I wonder if they missed that one or if they just figure it's too obscure to bother with banning it. Or maybe they'd already banned it.

You do realize that half the games on that list were (at least for a few months) banned in Australia at some point, right? Manhunt alone went through being banned, unbanned, rebanned, and unbanned again before they left the poor game alone. If you consider this "actual censorship" then Australia is the New China. Hell, even some official live music recordings (Rammstein's Volkerball comes to mind) were banned in Australia until edited versions were made available. And this is smallfry in the world as a whole.

While the MEU has its share of corrupt officials and abuses of power, it seems like ordinary citizens (at least outside the batarian hegemony) are mostly free to speak their minds and oppose their governments peacefully. I'm assuming that would be enough to get it banned in, say, North Korea, but I'm not sure about the less totalitarian dictatorships like Uzbekistan.

Ok, if we are being serious, I agree with carefull, one should not overthink this. In all likelihood, none of those responsible would ever have had more than just superficial contact with any of these games and they were just banned because of rumors, ratings and ultimately some random decision of somebody who just doesn't really know better or care that much.
Sad but that's how it goes.
