Yes/no/maybe? It's been in the works for what, something like 8 years? It could have changed 3 or 4 times and we'd be none the wiser. It could have originally been a Western (Red Dead Effect) or a post-apocalyptic satire (Fallout Age), or, my favorite theory, steampunk (Steampunk 1877). Who knows?
I wouldn't be surprised if it was originally an SP, but I also wouldn't be surprised if it was originally MP as a full FPS (CoD Empire) and got pivoted to co-op. And we also can't know when the change happened. If it happened in 2013, what relevance would it have to concerns of today?

My understanding is that the procedural planets were to go along side what we got for more "side missions" like the side planets in Mass Effect 1 that were unrelated to the main story. The primary planets like Eos would still have been hand crafted like what we got in the game because there is a lot to do on them.
I am not sure about Anthem and its original design since we know so little about the game it is easy to make arguments one way or another since there is no evidence really either way. My first reaction to Anthem when that first video was released was "this is probably the co-op game people kept asking for with Mass Effect". To me the game has always been designed for co-op so the features for a co-op game were taken into consideration when it could have hurt the game, I think the only way to know now is if a developer says that or people get that feeling in the release version.
