But seriously I have no idea what this statement is supposed to mean? The game is heavily inspired by folk music or they want to create the video game equivalent of a whiskey soaked fossil aged well past his prime? To be honest I don't know a lot about Bob Dylan apart from his music so I don't exactly know where they are coming from with this, is there supposed to be some sort of meaning here or is it just dumb marketing speak like how button and awesome were finally united?

It is marketing speak.
However, Bob was a successful musician whose fifty year career included a Nobel Prize in 2016. I'm equating the 10 year expected Anthem life span to these facts. Oddly, his music never interested me, even his prominent "Like a Rolling Stones" piece that became #1 in the UK charts.

I’m, at the moment, still optimistic about the game and all...
But even I’m perplexed about what that’s supposed to mean.
I guess Dylan’s music was unusual and very distinctive? And they want to make a mold breaking game somehow?

Distinctive, breaking the mold? ... Nahh.
Bio / EA marketing PR is always looking for a catch phrase to generate buzz about their game. The 'Bob Dylan' of a game certainly did this. But, from all the PR marketing crap since DA:I, no game ever met their marketing description, imo. Subjective, I know but there it is.
If you recall, game demos always focus on one-two things that are true, like graphic awesomeness but never the grind, the LBs, the MTs, the crap you get from drops.... etc.
So, this Bob Dylan of a game, to me, is a progressive grind with locked content behind a paywall. Bob Dylan my azz.

I'm not sure if this is how it is intended, but I'm tempted to see it as a reference to Bob Dylan going electric. Dylan was famously criticised and booed for "abandoning" the fans of his folk music and seen as selling out by embracing pop trends, but the resulting music ended up being a major success that's been credited with expanding what pop could mean. In this analogy, RPGs would be folk music, and more mainstream successes like Destiny would be "pop". And Anthem would be aiming to be Like a Rolling Stone.

It is marketing speak. No, because it was never used by marketing. It's something used only inside Bioware, that got leaked.

Well it sounds better than Celine Dion of video games. Out of Bob Dylan, Justin Bieber, and Celine Dion, the only one who can actually sing is Celine Dion. Bob Dylan - good songwriter, terrible singer. The thing I want to know is how Bioware seeks to imitate that dynamic in a video game. What does "good songwriting, terrible singing" translate to in an Anthem game? Will be interesting to find out

Bob Dylan is iconic. There are many who believe him to be one of the greatest poets of his generation.
ANTHEM is ment to be Mr. Dylan's video gameing equivalent. This is why they so arrogantly named it "Project Dylan".

I think its about setting a new standard that becomes massively popular and defines Bioware for a long time.
Bright side: -they're optimistic, at least -having a long term plan (or at least ideal) is good -the message is that they're aiming for greatness
Dim side: -they may be overconfident, even arrogant about this -does this long term plan have a backup? Will DA still matter? Will ME happen? Does JE or a SW game even have a chance? -aiming for greatness with a shooter loot grinder that seems to have no actual (storytelling) RP shown to us so far? Or aiming for mediocrity? Or greatness within a sea of other 'greats' and with nothing to stand out besides, uh, some jetpacks?
But I guess I see their point. They want a smash hit of a new IP and they're going to do anything they can to make Anthem a smash hit that is loved for years, even decades. K. Wish they didn't give off the perception of dropping Mass Effect and putting off Dragon Age to do so. Wish they didn't think pulling a Bob Dylan was necessary.
While I generally wish game developers well, I won't care much if Anthem releases to initial strong sales and crashes afterward. So far, I've seen nothing to inspire confidence that Bioware is receptive to its fanbase, when it comes to this title. I don't think they need a 'sales cushion' (people already there to buy any game from them and gobble up DLC, etc) if they don't act like they want one.

Yah, having a plan is great, just don't push out more overdramatized crap. Just take a look at SWTOR. "Gee, I wonder which of my companions will turn on me? Nahh, it couldn't be the mom of the sith that's been so prominently on display for half the expansion! zOMG, it is!"
I mean, please.

I think it means that they want to create something legendary that alters the course of gaming forever. Dylan is like, this iconoclastic genius figure in musical history, even if he isn't really doing anything interesting anymore. He's someone who many (most?) major musicians credit as THE prime influencer and whose lyrics are included in the Norton Anthology of English Literature, and yeah he also won the Nobel, which was silly but whatever. Basically, he left his mark on music to such a degree that his influence is everywhere, a kind of paternal presence, and they want Anthem to have a similar effect on gaming.
