As someone who is a casual fan of the Mass Effect franchise, I’m totally looking forward to when Bioware brings Mass Effect back.
I enjoyed Andromeda (one of the few that did), but I know that if Bioware were to continue the franchise, they better make some important changes. These ideas I have can be applied to either an Andromeda sequel or a return to the Milky Way.
1. Make the main character a mercenary. While the Mass Effect franchise did a pretty solid job in creating roles that can fit a good or evil playstyle, I still felt that the roles were a little limited in how you interact with the world. I think making the main character a mercenary, you can really choose how evil or heroic you want to be since Mercenary’s tens to operate independently. A mercenary main character can also allow for more customization options like different alien races with their own backstories and gameplay quirks.
2. Remove or seriously change the crafting system from Andromeda. That was the primary feature in Andromeda I hated because it was essentially purchasing a gun with one or two upgrades. If they want to continue with crafting, make it like DIA where different materials have different effects.
3. Make the conflict more personal. In previous games, the conflicts were pretty straightforward, stop the invaders. This basically resulted in basic good vs evil stories that you can play your way. I feel the best way to create a true role playing experience where choice matters is to take an approach similar to the Witcher or Fallout games, in which the main character has a personal goal and they end up in big events that shape the world.
4. Keep the side quests in the same planet. I hated those side quests where you could only complete it by either visiting someone or scanning something in another planet. Keep the side quests simple, interesting, and not feel like a physical chore.
5. Make the environments and exploration feel dynamic and random. While I’m not sure if Mass Effect should implement Anthem’s Our World, Your Story approach, I would still like to see a world where random events like weather, enemy types, or traveling merchants show up at random times in random places. It doesn’t have to gamo as far as Fallout where even merchants can be killed by monsters, but definitely having bad guys appear in different areas, not just their camps, would make the world feel larger and more real.
6. Make leveling up actually mean something. Throughout Mass Effect, most combat encounters were mainly just shooters, with leveling up mainly responsible for making the fights easier. I’d like to see something more akin to Dragon Age Inquisition, where each encounter or enemy has a level that players should try to match for a balanced encounter. For example, there’s an enemy oupost level 8, at level 6 you would get killed regardless of gear, and level 12 you can easily breeze through.
Those are just my suggestions. I’m not an expert at RPG’s or game design, but I feel that implementing these six things in some way would make a really enjoyable mass effect experience. What are your thoughts or suggestions?

I don't know. From what I'm aware, while part of the decision for Andromeda was fans wanting a continuation as opposed to a prequel, my understanding was that Bioware Montreal had a more ambitious plan but ran through way too many obstacles, director changes, and communication issues that we ended up with the game we got. Note that these suggestions are more centered around the gameplay. I want Bioware to choose what story they want to tell for themselves.

What I want in Mass Effect 5? I want a new Mass Effect. Any period of time a new Mass Effect isn't in development is a dire time indeed. It's like 2002 all over again nooooo! Heh. Anyway I agree I want to create a new character for a new game set in Andromeda. I think mercenary is a great route to go. It's Andromeda! It's uncharted! Throw aliens and danger at us! That is the one criticism of Andromeda I always agree with, it needed more aliens.
I dont mean just new romance options, I want some weird sh!t. More romance is good and all but I really think they should just be like screw it! Giant alien skull that dwarfs your character? Who was this alien? Are there more? Look how big it's head was! Oh crap there are more!
More ideas for five? Guns! We need more guns. I want to see more guns and even more armor, Andromeda had some cool armor. There were cool guns but I want seventy five types of assault rifles and fifty one sniper rifles.
Super in depth character creator. The character creation in BioWare games is solid, for me. But we need more options than anything we saw in the trilogy or Andromeda.

Oh yeah the loyalty missions. Hey I loved those loyalty missions in Andromeda. Just like OP said don't make me do fifty tedious quests to unlock these missions! Argh! It should be like 2. Someone talks to you, let's go do the mission.
Also as much as I liked how Andromeda did the planet travelling, I still think 1 had the best system. Why can't we just sit perched above the system and click on the planets? We can scan them from afar, hell we saw golden worlds from another galaxy!

What I want? I'd really like to see the original trilogy done right. But I know that won't happen. BUt I'll settle for:
A game who's lore is internally consistent. With little or no "A Wizard did it" moments
A game where the protagonist is "special" due to their own accomplishments or abilities. Not because of what they "represent" or for being possessed by an AI, or whatever.
A game where my choices affect the protagonist's story, if not "the big picture" I don't want to be railroaded into an overly "happy" outcome any more than a forced "bittersweet" one.
A game with more than "jump +3" as the only mapped abilities.
A game where, if it links to a larger narrative, that said narrative is actually thought out. Unlike certain others *coughShepardTrilogycough*
A game that doesn't keep harping on how Synthesis is AWESOME!!!!

Two things I'd like:
1. The return of Shepard.
2. The return of classes and their significance within the story. I was looking forward to more of what we got in the Omega DLC where being a engineer actually had an impact. But then they scrapped that Idea for the ability to just have any abilities you want. I hated that. Being a Vanguard in Andromeda wasn't as special as being a Vanguard in ME2 and 3 was. Bring back traditional classes.

Emotionally deficient does not a robot make. Going by what they did in Mass Effect 2 to reconstruct Shepard, it seems like he would fall at least into the cyborg category now. It's hard to say. There are also indications that Shepard was not upgraded, at least according to some dialogue choices. There's a distinct lack of clarity about what was done to Shepard. I wouldn't at all be surprised if the same Reaper tech used to create EDI was also used on Shepard - though there is no evidence at all this is true. What is true is that Shepard was clinically brain dead for a very long time. (How long did it take Liara to find Shepard's body after the Normandy went down on Alchera? I'm guessing at least a week, but if it's even a day then Shepard was too far gone to have a fully functional mind and complete set of memories. Whatever was done was not in the realm of science as was known in 2183.)

If they done so well with the series, then why Mass Effect is put on hold, and the studio has been dissolved by EA? That's the problem with the whole "BioWare can't do no wrong" mentality.

No surprise you'd say that. But actually Wolfenstein did that. If it wasn't for that we wouldn't have Doom, Goldeneye or modern fps games. However popular those games are that doesn't prove me wrong. This is still one of the best game series I've ever played. How does: this is the best game series that you have played = best game series ever worldwide?
