Those were splinter groups of the black ops group and Kotoku may not have had all the Intel. This doesn't even make sense. The Cerberus in ME1 was an Alliance black ops splinter group. Which is to say, it came out of the Alliance. Are you seeing the issue here?
1 ) 2149: Alliance is founded. 2 ) 2157: Cerberus (a terrorist organization) is founded. 3 ) ~2183: An Alliance black ops group (Cerberus) goes rogue. It doesn't even matter what Kahoku knew. What he did know is that Cerberus had recently defected from the Alliance. Note how "2" comes before "3". What we have here is an independent Cerberus group that began ~26 years before 2183 somehow defected around 2183? Does that make any sense whatsoever?

I didn't realize that. If I knew that I forgot. My bad. I see why it bothers you, but I also see why they did that.

We could jump through a lot of hoops to find out ways to make it work but nothing in the games themselves fit. I like to indulge in the crazier theories that Cerberus has had Alliance support for decades, but seeming like its more independent than that, while Hackett's heart is weighed being another head of Cerberus (symbolically), trying to keep all of his knowledge and actions close to his chest. His opposition to Cerberus in ME3 is true but Shepard is ultimately just the best grunt for him to send into battle so he doesn't let him know of everything he does, unless very necessary (like Arrival). I just like the idea of one of the most straightforward figures in the series is actually one of the most successfully secretive. Just fits into the feeling I got in ME1 where I'm getting these direct and forthright communications from Hackett, but its all cloaked in audio filter.

But yes, I would like a ME1 siderunning story WITHOUT ANY MENTION OF CERBERUS BUT MAYBE A SIDEMISSION.
