This was always a tough choice for me. In my first playthrough my warden was a Cousland and Harrowmont seemed the more honourable of the two so i chose him. But knowing the endings for each choice makes it all more difficult and more interesting as both the characters are not entirely good or bad but something in the middle. Regarding my dwarves, my Brosca chose Bhelen to garantee his sister well being and safety and my Aeducan felt betrayed by her brother and joined forces with Harrowmont. For my Cousland, my Amell and my Mahariel i chose Harrowmont because for outsiders Harrowmont methods may seem less shady compared with Bhelen`s methods. For my Tabris i chose Bhelen because having lived in the Alienage all her life she empathise with the casteless and Bhelen seems the best option to improve their conditions.

Bhelen's a bastard but he's a bastard that knows what Orzammar needs. Harrowmont is too attached to the system that's responsible for the slow death they've been enduring for a thousand years.

This is why I always felt that in a series that's meant to have no "good" choices, Origins lacked that except for Bhelen or Harrowmont. On one hand, I feel better going with Harrowmont because he's not a bastard, underhanded and a murderer. But, he's not exactly best for his people going forward.
I've already given my thoughts on Bhelen and posed an alternate idea about why he killed Tristan. But this was the only choice in Origins that had me really questioning my decision.

Wonderful quest line. I usually choose Harrowmount but in hind sight that is really an error. I want to have them both killed and I shall assume the throne.

Yeah I know this is an old thread but I haven't visited in awhile. but I always choose Bhelen because he wants to make trade with the surface Dwarves. I think of Dwarves who live on the surface like Varric, Bohdann, and Sandal. I have not played the game as a dwarven noble, but I think if I did with all the experience gained from being banished to the surface. I think when I take that into account I'd still choose baby brother. Either way my dwarven noble will have a kid to raise with his love Morrigan.
