I actually like the leveling and scaling through GM1. You can tell the difference when you jump into it for the first time running epic gear and by the time you have masterworked your javelin it feels pretty doable, even running the world events solo.
I personally feel that GM2 should feel the same way. It should feel challenging with a masterworked javelin but get easier as you increase your power through legendary drops to the point that once most of your gear is legendary, world events and such should feel easier. I currently have a 746 Ranger and have been one component away from having my legendary ranger for over 2 weeks and still struggle to solo world events running in GM2.
If anything GM3 should be the level that is based on gear builds. I'd probably also suggest that Strongholds at GM3 have unique items that can only drop from them whether it be skins or even weapons. Need some incentive, something to show off for putting in the time and effort to reach that point.
