So, (excluding the Colossus which operates slightly differently) do you favor a Shield or Armor inscriptions? More protection up front (shield) or more protection when you get into trouble? Is +50% shield equal to +50% armor, and which is better?

Usually I go with shield. Because they recharge and health doesn't. Only with a couple of Frames like Inaros or Valkyr I go with full armour, because its their strength and you can build nicely around that.
In any case - not getting hit is best, so I concentrate on mobility and devastating melee when I can.

If no other factor comes into play, I would prefer shields since they regenerate naturally.
But there are potentially quite a few circumstances to consider.
Which value is higher, base armour or base shields? Check the stats page. If one is significantly higher than the other you'll want to maximize that advantage.
Are there attacks that bypass shields? Gas or toxins maybe? Depending on how often those occur you might want to pick armour over shields.
Do armour pickups heal you by a fixed amount or by a percentage? If it's the latter, you may want to pick armour again.

There's a clear answer for each javelin (with maybe the exception of the ranger) based on the resource they can regenerate. You want to stack your multipliers there.
Colossus - armor (best defense, the component that heals on melee kills)
Interceptor - shields (masterwork throwing stars, components that buff shields at expense of health)
Ranger - mostly armor (the components that restore armor mostly outweigh the shield regen, but a case can be made for shields if you melee a lot or are running radiant fortress)
Storm - shields (has natural 20% DR that applies only to shields, so shield increases are more effective)

Storm using more shield components and bonus from gear/weapon is a must since it is not a javelin for close range combat.
Ranger i mix both since he can work as a close fighter thanks to the shock mace applying eletrical damage to enemies that are clustered.

Shields are known to scale like crap and the inscriptions for them turn out to be useless in many player tests. I can say that I have tried to stack over 300% shields and saw absolutely no difference.
Armor seems more reliable and is probably not as broken.
Both are affected by the notorious HP bug and in the end it just might not matter at all. Until there is a stat page and a testing range all inscriptions are under suspicion. Even the sigils are not 100% proven yet. In fact some tests show that certain sigils reduce your damage instead of increasing it.

Well, you gotta go with whatever you get in the end because we can't switch out inscriptions. Overall I find base shields of the Interceptor too low so I prefer % armor increase as it gives much more in total value opposed to shields. Also shields regenerate on their own and I can refill armor with melee kills on Way Of The Bold. I hate how low the stats on universal components are though and that I basically HAVE to use 3 of them with 2 of them being totally useless for me but because of their inscriptions they are better than using specific Interceptor components. The system is just totally flawed in every way - I have never played any loot-based game that is such a mess in terms of inscriptions, damage scaling, useless items...

There are times I do something with sigils and they seem to work. Next time I feel weaker. Then the times I don't bother with them and it's like god mode
