Adding runes doesn't require Dagna. After the VR shops open up, one of them sells blank runestones. You can craft and add runes to stuff at the Haven blacksmith.

There is a fire rune in the cave Solas wants to investigate, the one guarded by the elf from TME. There is a list of all locations posted somewhere here but I don't think the thread is pinned.

As in loot drops? No idea. You might get something as a trial reward but since I usually craft them I don't pay much attention to when they randomly show up.
