Does solas talk to the other 2 mages or do the rogues talk to each other? I’ve heard warriors talk to each other but I’ve never heard sera talk to Varric or Vivienne talk to Solas?

you mean in party banter?  I've had Sera and Cole talk to one another during banter, as well as Cassandra and Blackwall and Vivienne with Solas party banters are triggered randomly (at least I think they are) sometimes it just depends on what order your companions are in your party, which in turn determines who is given preference for a banter trigger |

They all talk to each other. Could be a bug, or if you're pausing a lot the banter timer could be resetting.
