Assuming that DA4 is nearing the end of pre-production ...
I would hope that all former full-time MEA personnel are or soon will be working on DA4, given that they have nothing better to do. I would also hope that the vast majority of Anthem personnel are or soon will be working on DA4, given that Anthem is nearly dead.
Is there any sign that Mary Kirby will soon be released from Anthem servitude, and get to work on DA4?

Most likely there will be at least some people from the teams that made MEA and anthem involved. Probably a majority. Remember they pulled alot of people off DA4 to do anthem so I imagine they will be eager to go back to making DA4.

So far, we have that teaser from a year ago announcing, "a game in the dragon age universe", and Casey Hudson's insistence that The Dread Wolf Rises. At some point. The game is in pre-production, so we know there are at least a few people working on it.

ME:A's team has long been absorbed by either BioWare Edmonton/Austin, or placed into EA Motive. My best guess is that, assuming the game goes into full production by the end of next year, then they're probably going to start pulling people off Anthem by early or mid 2020. Casey sounded relatively serious about the studio wanting to make Anthem work, and waiting out the 1-year benchmark to see how the game has fared will likely be the point in which they decide if its worth it to keep it going. Whether Anthem succeeds or not, Casey's also made it apparent that the studio is trying to hire new people, which makes sense given Schreiers reporting of people leaving from crunch.

I think a better question would be have the people who were taken from DA4 gone back to it. Anthem seems to me like it is still in all hands on deck mode. I can't see them pulling people off of it.
They're probably going to have to ask the same questions, and make the same choices they did with Andromeda. OK, we've fixed this, are people coming back to play it. If not, do we keep going. If so, we need to devote resources to more content. Anthem was always meant to a marathon rather than a sprint, the whole ten year plan thing. They won't abandon it quickly. Which means they're going to have to develop additional content, and some type of new roadmap.
Since it was meant to be a long term revenue stream, fixing/saving Anthem is probably higher on the priority list than DA4 is right now.

A game in the "DA universe" can simply be an action MP game as BF2. And, the Dread Wolf Rises is a character.
Remember these guys use words to elicit an emotional response. Given past experience.... I see them as marketing speak.

They often don't mention new projects until they have something worthwhile to report, so they might also be working on projects that we don't know about. I don't consider it particularly likely, but pretty much anything we might say on the topic of MEA/Anthem personnel at this point would be pure speculation. We know for sure that the people who were originally working on Joplin were conscipted to help finish Anthem, but have now returned to DA4. It must have been demoralizing to have much of their work thrown out and have to start anew after their "break".
To my knowledge it hasn't been confirmed that DA4 has moved to full production yet, so we don't really know what all these people are doing with their work hours, since I doubt they are actually sitting idly on their hands. I don't know all that much about game development, but even I know that "not in full production" doesn't mean that people aren't producing assets for the game. I'm assuming that it probubly means that their script hasn't been locked down enough to start making cut scenes or hire voice actors, but I'm sure they are already getting a lot of coding, creation and planning and asking questions that lead to discussions that hopefully clear out their production issues, so that people don't stay clueless about what they are doing for years on end like reported in Anthem.
Casey Hudson has been talking every now and then how production of Mass Effect is close to his heart, so I'm pretty sure something is going on at that front as well, but I would be shocked if we heard about it soon. I'm certainly hopping that DA4 is going to be a much larger priority and whatever ME project they are working on should be in really early stages. I'm kinda hoping that they have enough projects going on that people can work on things that genuinely interest them. It would be nice to be told that production of DA4 was finally underway...
