I always had the feeling that he prefers the Templar side, but I this was only a feeling, that he prefer the peace and order in his homeland, but this is a bit more. He always helped Hawke to save the mages without question, despite he fear from the mages. This only revealed at the end of the game, at the gallows, before the battle (In my many playthrough before I not really paying attention to a little part of the last dialogue). On mage side he says: "I'm not sure I agree with letting dangerous people run amok." (Even Fenris more enthusiastic before the fight... at least in this final scene he don't shows uncertainty, than Varric). I only once finished game at templar side, and this was not today... so, I forget Varric's dialogue, and I supposed, he is uncertain on the Templar side too, because the annulment, but no. On Templar side Varric is certain, that this is the good side: "But this: defending innocent people preserving our way of life? This is worth doing." So: he's not neutral.
In addition, I always thought about, that Varric represents the writer's opinion (if I remember correctly, the writers were surprised, how many people choosed the mage side and spared Anders' life), so: Varric's position in Inquisition didn't changed compared with DA2. I experienced, that many people don't know about it, or was confused, this was my reason to share it. Just for sake of truth. My opinion not really changed about Varric: everyone is entitled to their testicles opinions...
I think, everyone in Kirkwall has an opinion about mages and templars - it's the big theme for years. But I also think, that Varric in general is not that judgemental. He might prefer the templars (but from I get from his DAI dialogue definitv without Meredith), but he knows, that there are assholes on every side - especially in Kirkwall. He might have preferred to getting rid of the blood mages and abominations roaming the street after Anders deed and Meredith breakdown, but I guess, he would not have stood by and let templars kill an innocent child or Bethany or a decent guy like Sol or Alain too. I'm not sure what do you mean with Varrics position in DAI? He didn't came across pro templar there. I got a lot of approval from him for asking the mages to be allies. And of course my opinion about Varric will never change too

And of course my opinion about Varric will never change too You don't need to defend Varric from me: he's a good man I just wanted to clarify a question, what I seen, that not really clear. I the Inquisition Varric seems neutral, only shows "disapproval" against Anders, but that's understandable. (Despite his feeling about Anders, he still keeps Anders and Hawke's secret.)

I think that Varric is relatively neutral and sides more with whomever most supports peace in that moment.
In DA2, he is shown to be sympathetic towards Mages wanting to live free and the harsh conditions they face in the Gallows, but knows that Anders' revolution is not the answer and will only lead to more suffering. But at the same time, he knows that Meredith's harsh methods aren't winning any hearts and minds from anyone, both in the city or within the Gallows.
I don't think he wants to pick a side, because he can't see either as being entirely right. He mentions that he got drinking buddies among both Mages and Templars, so he seems to want to keep himself somewhere in the middle.
I think in DAI he does end up leaning more pro-Mage overall.
As he comments when you recruit the Mages, despite their tendency to occasionally make colossal mistakes, mages are overall good people stuck in an unwinnable situation (thanks to Anders). They deserve to be given the benefit of the doubt and to be cut a break for once. Then Templars never did either and that was part of the problem.

This is clear: on mage side Varric not sure, that Hawke's decision is good, but on Templar side he sure, that Hawke made the right decision. This isn't about Anders (maybe he already dead in this minute); the mages are innocent, and seems they will die because of annulment. Meredith wants destroy them. This is about simple fear from magic/mages as the most people in Southern-Thedas. This is the fact. It does not make him "bad" person, in fact, he is willing to help in spite of the fears, but he would like better, if Hawke decides that they will support the Templars.
