I've always felt like "Flemeth is Mythal" is a bit of an overstatement, but I'm curious to know how you guys see it. The way I see it, the wisp!Mythal was never able to regain or rebuild itself into anything fully resembling her previous form. Anything that seemed like that was the case was primarily due to Flemeth, who is still in possession of her human aspect. But its not like the wisp did nothing to Flemeth when she took it into herself. It amplified her sense of betrayal, with her sense of revenge evolving to not only avenging herself but avenging the betrayal of the world and Mythal prime. ("Mythal was betrayed as I was betrayed! As the world was betrayed!") I believe whatever knowledge the wisp had was severely limited, and Flemeth had to accumulate the majority of her power and knowledge on her own through through the ages by searching, collecting, and researching as opposed to simply gaining it through the wisp itself. I theorize the wisp was little better than a small pointer guide or, in some cases, a magical version of a working identification card. She is able to call Mythal prime's artifacts/name as "hers" after all. So calling Flemeth just Mythal's "reincarnation" is a severe oversimplification. Flemeth, as we know her, is the sum. The collection of parts and experiences in her own life. Of which the parts that is Mythal are severely limited, but particularly impactful. In her words, "Mythal" is "no more separate than your heart in your chest". I believe Flemeth's human side was never 'erased', 'superseded', or 'dominated' by Mythal prime. Rather, the human Flemeth took in what was left of Mythal and incorporated her into her own being. Just as one incorporates memories and experiences of the present and past to help form their future self. I believe Flemeth at her core is a mortal (artificially immortal) being who, primarily through her own actions and will, discovered the secrets of the past and seeks to have them avenged.

I got the impression that it was a similar deal to Anders/Justice. They started sharing a body and then it became impossible to tell where one ended and the other began. Every daughter that Flemeth possesses has her spirit added to that collective consciousness, with the original Flemeth acting as the "face".

Yes, seems like they're a similar kind of "abomination".
Morrigan says in the Origins, she thought Flemeth is an abomination, but it's a bit different. I think, they're strong "abominations". Leliana tells the legend about the Which of the Wild – who cried for justice – and the deal with the spirit he called – ended in a massacre. Mythal is god of Justice according to the elven legends – but also, just as feared as respected. Solas speaks about "they killed Mythal" – so if the elves aren't spirits... or if they're, but after their created body (like Cole's) "killed" they vecame spirits – Mythal didn't die, and possessed mortals, for example Flemeth. If Mythal was a mage – possessed with a Spirit of Justice – then after that Mythal's (the host's) body died – The Spirit still had Mythal's memory, feeling, personality – so, that Spirit of Justice was already Mythal too.
And two conversations: Inquisition, Fade (OG Kieran quest): Inquisitor: "Then you carry Mythal inside you?" FleMyth: "She's a part of me. No more separate than your hearth from your chest." Anders and Hawke in Act1: Hawke: "So you have this spirit of Justice living in your head?" Anders: "It's not like that. He's gone now, he's a part of me. [...] Not even the greatest scholars could tell you, where I end and he begins."
So: about the main question: yes, if this is true, or close to the truth – FleMyth is both. And after Flemet's death – the Spirit of Justice Mythal already Flemeth too...
