Solution Update:- I just took her with me to Ameranthine and she's upgraded herself. All sorted.
Hi there
Have what seems to be a bug with Velanna's approval. I've had her random encounter quest - "Velanna's Exile" - and have reached her 3rd Plot Ability. I'm now at 90% but can't get her final convo to trigger where I would normally get her final Plot Ability.
Is there a way of getting it via the console? I'm at the very end of the game - about to save Ameranthine - and I really don't want to go back to an earlier save. Awakening is so buggy it's been a bit painful to get here.
Alternatively, if I just carry on, will Vigil's Keep fall with Velanna at this stage?
Any advice very gratefully received. Many thanks.

Resolving personal quests and approval means only something for what you see during slide show - the future of your companions. Like Sigrun walks away or stays, Anders runs aways right after the battle or will wait a bit before doing it again. With Velanna do not remember huge difference - she will go away anyway. At least that is what I have all the time. As you have mentioned - DAA is buggy. Long ago tried some console commands - but it did not work for me no matter how tried. The Keep will stand in any case if you finished all preparations no matter your companions' approval and quests. Edited (was not careful with reading): have Velanna conversations and encounter problems if talk to her too much and visit the city with Velanna before getting the last compation Justice.

I just finished Awakenings the other day and had this same issue with Velanna. I'd never encountered it before and have other bugfixes relating to other game bugs. I did some googling and I guess her personal quest won't trigger if you get the Burning Bridge encounter before finishing Wending Woods and doing Velanna's joining. Or something along those lines. It is related to getting that encounter before Velanna's stuff. That did in fact happen in that save as I was trying to get the rare random encounters early on as they don't seem to trigger late game. I had no idea that was a bug. It had been about 2 years since I played last and forgot how to use the console commands but I eventually found the one I needed to trigger Velanna's encounter with her clan and that sorted it out. No amount of traveling back and forth made it happen so I used the console commands. I planned on importing the save into DA2 so I did want specific outcomes with that save. Otherwise I wouldn't have gone through the hassle.
