Let's assume the timeline is unique.
Magister Alexius in his note says that it is the Breach that makes time travel possible, but only up to the creation of the breach, and not "outside its timeline".
So it seems impossibile to create new, alternative timelines.
I have tried countless times to go back before the Conclave explosion, before Felix's caravan was attacked by darkspawn, before the Venatori first arrived in Minrathous—without success. The Breach is the wellspring that makes this magic possible, and travel outside of its timeline is impossible. The Elder One's demand that I change the events of the Conclave can never be fulfilled.
The other example of time magic is the one in the proximity of time rifts, where time accelerates or slows down.
Amd the one in the Still Ruins, where time is locally frozen, and flows very slowly.
So, during the hushed whisper quest, the inquisitor and Dorian were sent forth in time, through a form of "teleportation".
Travelling to the future is most certainly possibile, even according to science. The faster you move in space, the slower you move in time, and viceversa.
So we might assume that the inquisitor and dorian experieced a sort of localized "stillness".
Dorian said they were moved "to the closest confluence of arcane energy"... if this movement happend very slowly, the effect would have been a time travel to the future.
As for travelling back to the past.. well, we need a little more magical stuff here.
I would say that the Prince of Persia magic can avoid the time-travel logical paradoxes, and it's compatible with what we see.
The entire timeline that was rewound (magically) backward, e not only the personal space-time experience of the agent. How? powerful magic, but that's not a problem given the lore.
In Prince of Persia, "time rewinds to before the attack on the Maharaja's palace, and the Prince, still in possession of the Dagger and his memories, runs ahead to warn Farah of the Vizier's treachery".
