Well, after about an hour of frustation, I figured out why only a few of my DLCs were showing up. The Black Emporium wasn't showing up, neither was the SotA gear or the dragon starting armor. I tried googling, which didn't help. I tried restoring licenses and that didn't work either. I didn't want to reinstall, so I tried my library as a result.
All 12 DLCs were in there...but apparently only 4 got installed right when I downloaded the game. I had to manually install BE, SotA, the MP packs (which I'm not using,) the DA:I Deluxe Ed gear pack, and the dragon armor.
If you get the GOTY edition of DA:I on the PS4, here's exactly what to do:
1) Buy/install the game. You'll notice that the story DLCs as well as the weapon and the mount will appear in your Dowloads section under Notifications.
2) From there, go to your games library and look for DA:I. Click on it and wait for it to open up.
3) Look and be amazed at how many DLCs didn't install. Get those installs going.
4) The Dragonslayer DLC is going to take the longest, but the rest were really quick.
5) After everything is installed, reboot the console.
6) Fire back up DA:I and log into MP. You don't have to start a match, just get to the main screen.
7) Load up your save and you should have everything there!
