Not sure I'd call it my all time favorite. But it was the first to come to mind. I liked the one where you reclaim the White House better personally.

Wow, tough question but a lot of good levels have already been named.
Among my favorite ones that have already been mentioned are:
- Half Life: Questionable Ethics and Surface Tension - ME2 Suicide Mission
Here are a few I either missed or that haven't been mentioned yet:
- Deus Ex: Liberty Island - Best first level to a game ever - Jedi Knight 2: Nar Shaddaa - Finally get to use my light saber and force powers, great moments - Star Trek: A Final Unity: The Unity Device - Yes, a level in an adventure, one of the best finales ever made (also, Allanor get an honerable mention it it had the better and more puzzles)

There are so many, but one of my alltime favorites have to be Ocean House Hotel in VtMB and the Hollywood segment - I loved the sewers (freaked me out a lot) and that you meet the Nosferatu at the end, with one of the best NPCs in the whole game: Gary Golden. I loved both conversations with Andrej, the Tzimisce and with Gary, very well done. Another level or operation, I loved, was in SWTOR: Terror from beyond. The whole operation had a distinct lovecraftian feeling about it and I always imagined to be stranded in a shadier part of the Dreamlands . And it was very challenging at the beginning for us healers, which was a lot of fun. The Undercity in BG2 was extreemly creepy (I was never a fan of the Drows, but it was very entertaining and I liked that warrior, who helps you, Solaufein) and I really was creeped out, when I did the murder hunt in the bridge district for the first time.

In addition to my Uncharted 2 post earlier, I'd have to say the Ginso tree from Ori and the Blindforest. Amazing music, super difficult. Timing is everything!

Probably the Suicide Mission in the collector ship in Mass Effect 2.
After that? Mzinchaleft in Skyrim.... the Dwemer ruins where I FIRST encountered a Dwarven Centurion and peed my pants. You acquire a sword for Mjoll the Lioness in Riften there.
That Dwarven Centurion, to this day, remains the most frightening and unexpected boss encounter I've ever experienced in a game. That said, Skyrim was my first "violent" game I ever played so that might be part of the reason.

The Eastern Zone in Hyper Light Drifter was really fun and pretty. Too bad the final boss was kind of a letdown difficulty wise that's probably my only complaint of it and I usually hate water themed zones.

Saints Row IV is simply full of epic moments. But the most epic of all goes to the alien mothership part which makes massive references to 1986's Transformers movie, as well as including Stan Bush's 'You've got the touch' song. This is definitely one of the my favorite game levels ever.

Probably the first level of Commandos: Behind Enemy Lines. Such a different game. Other levels are better (there was a small amazing one on the roofs of Tunisia city center) but first impressions matter.

Hey, there are more many more but still these are special to me. Granted I have only done possession once and i'm not sure how it will feel on replay. Whereas IYHSB and ME1 ending is just pure magic every time. Even so possession got me that first time. Brilliant.

I've had more then a few wonderful game lvls in my day. But my all time favorite? Thats a tough one.
I'd have to say, the first game I ever purchased still has those 'oh, holy shit!' moments for me.
Even if the opening cut-scene doesn't do anything for you, a visiting dignitaries ship gets destroyed right after you un-dock from the local planetary capital. Whats more, its not some itty bitty fighter, but a freaking capital ship. Can you imagine if a Chinese Cruiser was torpedoed while docked in the Washington DC harbor? And it was sunk, while carrying an important Chinese government official? Finally, how they don't shove the importance of that down your throat. You have to actually look into the log, and read the news stories to find out how that affected the universe as a whole.
I've said it a few times here, but I really do like that game.

Dead space - The Ishimura - all of it! Honestly one of the most atmospheric and down right creepy ships ever created and thats before it gets overrun! That damn ship freaked the hell out of me so much, that when you end up back there again in dead space 2 I spent the first five minutes just swearing like a pirate!
