Instead we see firsthand that the whole thing is deadly serious to her and she's devoting every waking hour to do her part, and it makes us take her seriously in turn when she has misgivings about some of the things she's technically an accomplice to even though she isn't there with us on the battlefield when things need to get done. This is most evident in Trespasser.
Even though Josephine clearly understands why the Inquisitor had to duck out in the middle of the proceedings because they needed to deal with the conspiracy and avert disaster, that doesn't mean she's not upset or angry that no-one else seems to be taking the Exalted Council as seriously as she is.
And it's hard to exactly blame her for being upset.
She's the only one having to deal with the Council and working to keep the Inquisition afloat, while her colleagues too busy getting distracted by other concerns (no matter how pressing or justified) to focus on why they came to the Winter Palace in the first place.

Yeah I fully agreed with her, and was not a fan of how we were forced to act a certain way since I would have done what she wanted. IIRC there is a line to lower down her anger; something "can we use that threat to reminde that the Inquisition still can be useful?" Don't remember her answer tbh, but at least it is some diplomatic suggestion.

Always thought it was dumb that they go to Halamshiral wearing hitherto unseen boring and ill-fitting dress uniforms instead of actual dresses. Looking like Cullen. They're the two most fashion-conscious women in Ferelden, and they attend a ball personally hosted by the Empress of Orlais, and they don't spruce up? Josephine actually dresses down for the occasion. What the hell? I'm actually embarrassed on behalf of the Inquisiton for looking like we couldn't cough up the money or sense to get them gowns that fit them. The Orlesian nobles should be laughing their asses off at the clumsy, tasteless, gauche outsiders who outfitted the most beautiful women in the world in identical lumpy jackets instead of parading them in the finest silks money can buy, wasting the opportunity to show off the Inquisition's refined taste and versatile methods. The silk gloves hiding the fist of steel. If we're specifically going in there to gain their respect and cooperation, and speaking their language to do it, then trying to make a statement about the Inquisition's women being military personnel rather than actually impressing them with the enormous charm and beauty and skill at our disposal is idiotic. The Orlesians are disgusting and shallow people who respond to displays of power, wealth and grace, not virtue signaling. And who wouldn't have enjoyed seeing these two ex-bards have fun in their own element for once, dancing and mingling and gossiping in shining elaborate dresses wowing the court with their style and pumping them for useful information at the same time?

However, if they addressed it in-game I would have been like, okay I can understand that. That makes sense. Instead you all just walk in wearing this get up that no one mentions asides from (I think) Cullen and Cass complaining about it if you speak to them during the mission. Also, if the color scheme was better and you, the companions and advisers each had a unique item to wear with it (like Solas's hat) I could have lived with it a lot more. Also, they would have had to made at least 16 different outfits. (12 for companions and advisers, then at least 4 more assuming each race got one look). I could get from a certain point why they would scrap that since it would have been a lot of work for one quest. I would love to see the concept art though, if there was any. Granted I would not have minded at all if they cut down on a chunk of the open world stuff to provide this kind of extra stuff into the main quest.

Just identical dress uniforms for the men and Cassandra, and unique dresses for the ladies, with the Inquisitor getting to pick either for themselves and a color scheme. That's 8 uniform shapes, one for each race and gender, and 4 dresses for Josie, Leliana, Vivienne and a very uncomfortable Sera. I get that that seems like a lot of work, but the quest already features a dozen unique outfits on NPCs and quite a bit too much opulent-looking environment. Wouldn't want special custom modifications for the guys. If they're in uniform for once then they damn well better look uniform. Solas wanting to wear a hat doesn't trump me not wanting us to embarrass ourselves in front of the Empress by looking like a ragtag bunch of misfits. The girls looking appropriate is one thing, but I'm still running an international spy agency and secret police, not a social club. And yeah, Inquisition has a lot of unnecessary content that could have been trimmed to enhance immersion in the main quest instead.

I get your point but I would imagine people would be peeved that all the ladies (minus Cass in your scenario) get unique dresses while the guys are all wearing the same thing. Especially if you were playing as a female Inky and wanted to wear an awesome gown. I don't see how they would have anything to stand on, since that's been and still is pretty customary. Dress uniforms or suits, there isn't the same tradition for men to try to look individually distinguished for social functions as there is for women, except for maybe a different color or a sash or something to indicate rank. So yeah, I'd say it makes sense. I've never heard of men and women all going wearing the exact same thing. And yeah, a Trevelyan woman Inquisitor who has attended court regularly in her life must feel ridiculous and embarrassed.

omg, I remember my first Inky being all "I hope no one looks around and sees me climbing...I hope I don't have to sneeze" she still managed to get a three way truce in the end though (+ 100 court approval), so it worked out

I just thought of this but this scene would make more sense if you could set up a distraction first. Like you go up to it and it says 'Create distraction to climb.' Then you could pick one of your companions (or even an advisor) to create a distraction. A cutscene of them doing something would happen and then you would climb up it.

I've started so many different Inquisitors just for Josie, but I never stick with them because I can't choose who I like her with the best D: I'd welcome any input.
My Minerva Trevelyan is basically Anne Lister, aka a noblewoman who takes her duties Very Seriously but also she's very gay and refuses to live inauthentically. When Josie talks about not wanting her family to have to work, when she talks about going to finishing school as a girl, when she talks with longing about her family crest, etc... I feel like a Trevelyan is going to Get That on a level the others wouldn't. The rest of the backgrounds have had less idyllic lives, and are generally more worried about putting food on the table and surviving than all of that stuff. But the negative is that there doesn't seem to be any conflict there..? Which is great IRL lol, I guess I just enjoy the star-crossed lovers thing in fiction. People finding and loving each other despite the odds.
Then there's Mardoll Cadash! I like the idea of her and Josie because Mardoll insists that she is A Very Proper Businesswoman, not some shady smuggler. She's very into her legacy as a Cadash and takes pride in the fact that her clan was warrior caste before they were exiled. I think she would understand Josie's priorities better than everyone but Trevelyan. Also, Antiva's naval power was greatly expanded by a dwarf, so I kind of love the idea of Cadash scaring off raiders for the Montilyet's fleets looool.
I've thought about her with my Ilana Lavellan but she's less fleshed out so I don't know. I like the idea of my tiny sword-and-board Lavellan going WTF at Antivan customs and fighting for this lovely human noblewoman's hand.
