Okay today I started a Female Dalish mage, and I am going to make her a Rift mage. At first I planned to build her like I made Solas while I played with my Templar, namely like this ... AOE Rift Mage Build for Mage Inquisitor:

7: Veilstrike Now this is not a build I came up with, I found it on this site. dragoninquisition.com/mage-builds/Now it is very effective in my opinion, but it takes time to get to the point where it becomes very effective. Now after having played a bit with Immolate and Fire mine I decided that I want to keep that build for Solas. Now I have seen KineticGTR Lightning Rift mage build on Youtube, but he focuses on Storm only, no other elements? That to me seems like a bad idea. So now I am hoping that some knows a solid / balanced Rift mage build, maybe a Rift mage build that uses Storm and Winter or something like it?

Probably because there are not enough points to spend? But no matter the reason, Gilli mentions that Barrier is for the beginning and that it can later be assigned to another mage companion. This will free up one point already which we can use to take Pull of the Abyss for instance.

Because when I first made this build I had no idea about the spells in general "It just pulls the enemies together? No damage? How useless." and even know I'd prefer Static Cage. More frizzle This Static Cage belongs to Dorian Also, after having played DA2 as a Force Mage I'm a little disappointed of DAI!Pull of the Abyss and Veil Strike, the DA2!Pull of the Abyss and Fist of the Maker were much more fun. Probably because there are not enough points to spend? But no matter the reason, Gilli mentions that Barrier is for the beginning and that it can later be assigned to another mage companion. Sadly no, you can't get a free point for not taking Barrier, only if you don't take any skills from the Spirit Tree at all, because Barrier is at the beginning of the Tree and you have to take it. What I meant, was that you don't have to keep it in your skill bar later on.

My Favorite Rift Mage uses both the Winter Tree for Crowd Control and the Fire Tree to spam Immolate for cooldowns.
Rift Mage:
Veilstrike + Punching Down Stonefist + Shatterstone Pull of the Abyss + Shaken Veil All passives
Inferno:
Immolate + Consuming Fire Flashpoint Clean Burn Pyromancer Fire Mine + Flaming Array
Winter:
Fade Step + Frost Step Frost Mastery Winter Stillness Ice Mine + Chilling Array Ice Armor Blizzard + Ice Storm

I haven't played DAI yet (just finishing off DA2 first) so take my advice with a grain of salt. However I've heard that the storm spells which apply the shocked effect (chain lightning, static cage and maybe a couple of passives) don't mesh well with the weakness effect, which is the rift mage's bread and butter.
As I understand it, when weakened is applied to enemies already suffering from shocked, it creates a combo where they are put to sleep instead of being weakened. If they are immune to sleep then they stay awake and the weakness effect simply doesn't apply. For sleeping enemies you can simply wake them up and then reapply weakened, but for sleep-immune enemies you have to wait for the shocked effect to wear off.
Why is this a problem? Well, the RM's restorative veil passive recharges mana when a weakened enemy takes damage, and this constant source of mana is one of RM's greatest strengths. However if you can't weaken enemies because they are shocked then you lose the benefit of this recharge mechanism.
I'm not 100% sure I explained this properly and even if I did, that doesn't mean you can't have fun putting enemies to sleep. I've also heard that it might only be the veilstrike upgrade that causes this. Just bear in mind that you could be giving up some mana regen capacity.
For that reason I think dabrikishaw's build above looks pretty cool. I'd probably consider adding some spirit spells and passives and/or take energy barrage, and maybe the consuming fire upgrade to inmolate to get rid of cooldowns, since you'll have loads of mana.
Be aware that the array upgrades to fire mine and ice mine require you to be up close to enemies.

Well, I think I read an article somewhere that mentioned what you mentioned, but this person was not entirely sure if that was still the case with the latest patch. But even if it is still true, then I still have Immolate and Firestorm ... plus if need be I can take a chance and quickly use Fade Step to cause cold damage. Also, I think that I will keep a second Mage in the party, and the second Mage will not have Storm spells, so even if it is true what you mention then I am not too worried. Besides, the Storm spells are a lot of fun to use.

It's still true. Weakened applied on top of Shocked creates the Asleep status, which removes/blocks Weakened status. So you either have to avoid using Chain Lightning, Static Cage and electricity staves, the three main sources of Shocked, or you have to just be careful to apply Weakness first, then Shocked. Notice that Lightning Bolt does not create Shocked, so you can use that if you want.
