Ok, so I really really want to learn to Mod. I already use 3D modeling programs, I know some coding etc but I have no idea how to get started. Typically what I've found are just posts telling me to get the tool set or some program but no real info. Maybe someone here can point me to a good place. I've never modded any game so...newb

I would suggest starting by discovering what types of mods that you like enough to install and use. Nexus Dragon Age mods Different types of mods require different starting points. If you decide to create new models/meshes (3d modeling), I have a LOT of requests!

As someone who just started modding several months ago, I would suggest starting with texture modding. If you have a decent handle on photoshop the jump to learning texture modding isn't difficult at all. There are a ton of modding tutorials on tumblr from modders. The DAI modding community has a lot of how tos on tumblr, youtube and floating around elsewhere, I can't speak for the other two games as I haven't started editing them myself.
