In ME3, if you had some rares maxed but still needed others, you might get something you need, or you might get ammo instead. When you were down to needing your last rare maxed, well, it was basically impossible. Is it that way again in MEA, or are you guaranteed to get something you need so long as you have stuff of that rarity left to unlock? I haven't seen the regular boxes give out ammo instead of real cards, but the Premium ones can apparently.

When the salarian architect got released i got him in 9 (one was an UR instead) packs in a row, because i had maxed the other rares. So needed 11 packs to get him to X.
So it seems as long as you have some rares to unlock, you will get a rare card.

On the pre-nerf expert packs I was looking at a completion rate of about 600h in game. Now I have no clue any more. But it will presumably be in excess on 1000h. Feels insanely slow. The premiums new seem to drop anything.

I spent little on Supply packs, just enough to keep me going. I had like 7 or so Revive consumables in my inventory by the time I got my last UR. My Gold runs with friends usually take 12-14 minutes, and many of these runs usually reward 60k or more credits. Feel free to youtube me (can't link from cellphone) if you doubt about my credits/time output. OP's math point out 450 hours, and I simply achieved that slightly quicker with a better credit output. Also, feel free to doubt me/report me for cheating or whatever. That would surely be funny, given my history of being anti-cheaters in Bioware games. But I guess when other players start maxing their manifest around the 400-450 hours range, you (and other skeptics who have no foundation to base your arguments other than conjectures) may come to terms with the idea that it doesnt take that crazy long to get all URs after all.

It's theoretically possible to have a maxed manifest with, say, 2 hours played in game all of which was spent in the Store menu spending Andromeda Points. This would give you an Apex ranking of what, 15,000 or so?
So I sure as hell wouldn't report someone with 10,000 Apex just because their hours seem 'too low'. They might've spend their hard earned money paying for your DLC.

I can attest SpaceV3gan is legit.
Been running with him for a whole year on DAIMP and he was at the top because he just played a lot. At no point whatsoever I saw him use any kind of cheat, in fact he was going down relatively often due to not always paying full attention... But given the amount of time he played, nobody could stay fully concentrated either. He was one of the most vocal against cheaters making their way in the top ranks of the Scoreboard, advocating for a massive perma-ban and the whole saga was well known among DAIMP players.
I've also ran a couple nights with him on MEA MP and yeah, 9 games out of 10 were on the APEX for bonus credits. It gets tiresome, but it gets the job done I suppose...
I don't have any doubt he maxed his manifest in the amount of time he says he did. Although, I'm not sure he would be able to repeat this feat with the changes to the Expert Packs in patch 1.07.

So the total time isn't much different from ME3. Only problem is I found enough diversity to make it almost 1000 hours there, I'm not sure this time there is enough for me to make it past 250.

Fucking game keeps giving me the same weapons over and over again and they are all ones I don't fucking want.
