Beforehand, I had unlocked all common cards. Advanced Pack description states: Contains 5 random items or characters, including at least 1 uncommon, with a small chance for a Rare.
Here is what i observed during my gear progression buying Advanced Packs:
* never got more than 1 Uncommon weapon, character or mod card in one pack * didn't get a single uncommon weapon mod until all characters and weapons where at X
RNG, bad luck, blah blah blah... I know it is somewhat possible I think very unlikely to not draw at least one uncommon weapon mod until the store is forced to do it (according to the pack description at least). There are 60 uncommon character cards, 100 uncommon weapon cards and 80 uncommon weapon mod cards, meaning I bought 160 Advanced Packs and didn't get a single weapon mod. Either there is something fishy going on or the chances are very very low compare to characters or weapons.
Personally I think, most people wouldn't complain so much about low weapon damage output if they had earlier access to uncommon magazine mods. They only seem to drop (for me at least) after maxing out all other Uncommons or buying higher priced packs.
What are your store experiences?

It's old news, but yeah the "RNG" has some pretty wierd weights attached.
I've done with commons and uncommons, and about 70% done with rares, as you note you get typically characters first, weapons and then mods.
I have gotten mods before characters were at X, but it's a very small chance.

You're not the only one noticing cards being skewed towards characters/weapons before mods. I have only got 1 of some of the silver rarity mods, everything else has been uncommon weapons/classes. I have seen some other forum posts mention similar observations about receiving mods after maxing out all weapons and classes of the same rarity.

Just a side note: there is an upside to this system though. You should fairly quickly unlock all classes of a pack's rarity; a lot of players complained about never unlocking class xyz in ME3. Maxing them out (to X) is another thing altogether though.

It does pose a problem at the UR level though, but from the number of URs I've gotten so far the weight seems to be towards weapons and not characters.

I have noticed this as well from the handful of URs I have unlocked (all weapons, 0 character cards). Well, if that's the case, I guess my odds of getting Hurrican/Piranha are slightly higher now.

played a game earlier where one guy had piranha vi and hurricane x yet only 2000 apex points and even on bronze he died 3 times .... given that I got closer to 4000 apex points before I got my first ur (that crappy Valkyrie even worse than the me3 version) i'm guessing he got blessed by the rng and used cash to buy points and open premium packs lol, just goes to show money might get you the gear but you can still be clueless

My experience is quite different.
I started on Adv packs when I had about 20 commons left. I'm getting a rare about every 5 packs, double UC maybe every 4/5 packs and a UC plus Common every 2-3 packs.

(2000 APEX points, and 16 URs - best case estimate for 16 URs at 20% chance is 80 packs - 80 packs gives you much higher APEX than that though, I know because I bought 70 boxes worth and had about 6500 APEX rating when I was done opening them) Obviously people win the lottery every week as well, still might be a cheater though.

I've maxed out characters I don't play, while the ones I do are level 20 with a card or two. These are uncommon characters, not rare or UR. All the other uncommon are X or close to it. Now it leveling up crappy weapons. Still don't have any good ones.
