I don't think you can answer that question without saying what country you're in. As far as I know, in some places it is 16+ in others 18. I think ME1 had an international range as low as 13 and as high as 18.

It all depends on cultural standards. Canada and the U.S. Have very similar cultures and share game ratings, but if you look at movie ratings, sometimes you see movies that have a higher age limit in Canada than the U.S. because of violence or a lower one because of language. There's no universal for that or sex and/or nudity, which is the other piece of the equation.
