Since it already shoots fast I'd say anything that'd extend your time firing/being in Turbocharge.

I run with duration (4b) damage (5a?) and max mag (6b) for all my soldiers.

I also run with the 6a debuff in the Munitions passive tree.

I use Dump Heat in Rank 6 of TC-80% extra ammo in magazine. Otherwise, you spend half your time in TC reloading the Raptor.
