That's still more of a plot device rather than a plot hole. They had to do something with him for the sake of game play. All games employ these tactics. Also, the AD wasn't entirely inactive while the Warden and Alistair were gathering an army......he sends Assassin's -in the form of Sheiks- after them at one point. Nah that's a plot hole it doesn't become something else because you want to define it a plot device. Where did you get he was inactive? He was corrupted before the events of DAO not during the story of the game(in the intro of the game we can understand that there was already an AD around). What we had in DAO was an active AD since Ostagar,which writer have resolved by making his army disappear.....

AD isn't a plot hole, imo. It takes 90 years during the First Blight before the Grey Wardens are founded. That's 90 years of the darkspawn rampaging around the Tevinter countryside murdering anything they don't like the look of. Which is to say, everything. I think it's fair to assume that the darkspawn are barely organized at best, probably due to infighting given the nature of their Alpha warbands, and even with an Archdemon leading them it's difficult to gather them up into a single horde and then actually get them to go where you want them to. Also that's not even taking into account that anytime they go on a murderspree they take a little holiday to indulge themselves in a display of depravity. When you wake up in Flemeth's Hut, you can ask Morrigan to describe what's been happening at Ostagar during the three days you've been out for the count and it's not pretty.
The darkspawn definitely aren't in a rush, they're savouring every moment of cruelty while either the current or a new darkspawn leader tries to assert itself and manages to crudely lead them again (Darkspawn Chronicles DLC lets you play as an Alpha that is essentially acting as the AD's general, I can't imagine he was democratically elected to the position).
Sure, conquering Ferelden (Fifth Blight) would be quicker than fighting against the full might of the Tevinter Imperium at the apex of its glory (First Blight) and therefore it's not going to take 90 years, but it's still not going to happen overnight. I don't think the AD was ever going to bumrush Denerim while the Warden tried to sort out some sort of resistance. It's been a while since I last properly played DAO but as the game progresses I'm pretty sure you can see this sort of dark red mist seeping out from the Korcari Wilds on the travel map, which is no doubt representing the slow movement of the horde as it advances northward through the Bannorn.

I never quite know how seriously to take a backhanded complimented such as "this game is great compared to this other game I think is shitty!" You don't need to diminish other BW games to appreciate how rad DAO was. Believe it or not, some of us enjoy KOTOR, DAO, DA2, DAI, ME1-3, and MEA generally equally for various reasons. Not everything needs to be a zero-sum game. No one's going to take away your cool kid True cRPG-er membership card.
