It makes absolutely no sense why they want to do this rotation thing. If they're scared to buff anything because they don't know how their buffs will interact with the equipment, then just let us use the damn equipment so they can get some data on it! Ugh, so many things in this game feel like somebody with no experience with ME3's multiplayer came in and said "I have a great idea, lets do this-" because it sounds good on paper, but in practice it actually weakens the experience.
Idea: "Let's make melee attacks weapon based rather than character based, so SP players can customize their melee to their liking, and we can share assets more easily between SP and MP!"
Result: Light melee, an underrated but incredibly important feature, is completely gone. Different races play pretty much the same, and completely lack soul. This most obviously impacts Krogan (I for one sorely miss charging a trooper and backhanding him across the room), but looking back at ME3 a number of characters would have, frankly, been a lot less fun under the current system. Any of you drell lovers out there, would you have enjoyed playing drell as much without their awesome kung fu light melee? I think not.
Idea: "Let's make flying enemies to provide our players with a new challenge!"
Result: Melee focused characters are basically reduced to trying to avoid Observers all game. God help you if you get Remnant on random as a kroguard. Yet another reason people mostly play outlaws- they're the only faction you can play against as any class you want. Speaking of that:
Idea: "Let's put extra emphasis on targeting weakpoints, to reward player skill!"
Result: Against everyone but outlaws, you're at a huge disadvantage if you don't have at least one sniper on your team. Kett ascendants, in particular, are nigh unbeatable without one. Nobody likes this "play this way or lose" mentality, it weakens the greatest strength of this series's multiplayer :the variety. And then, of course, there's the whole issue of the janky hitboxes making hitting weakpoints even more of a chore.
The list goes on. It's painful to me to see these areas where they had good intentions, but implementation was so bad they ruined the feel of ME3's multiplayer, and in my case, the feel was just as important as anything else in coming back again and again to ME3MP. Some things can be fixed through balance changes or patches, but some, like the melee system, are too deeply woven into the fabric of the game to be changed, and that's a shame.

It's not all that uncommon to see some differences like this between PC and consoles in games. Sometimes the consoles only allow updates on certain days, or with a certain frequency, or require certification, etc. Releasing a bit early on PC makes sure everything is working as intended. Idea: "Let's make flying enemies to provide our players with a new challenge!" Result: Melee focused characters are basically reduced to trying to avoid Observers all game. Speaking of that: Eh, but then they also gave us the ability to hover. Vanguards can charge observers, then hover and blast them point blank with whatever weapon they have. That's what I do, and works like a charm, except for when there are 3 observers, and then my dumb vanguarding ass deserves to fall out of the sky dead like roast brisket for flying up into the sky like the clay pigeon I became.
